    Bid   Offer in response to an Invitation to Bid or in response to an electronic auction.
    Bidder Proposer
    Offeror    		 Entity which submits an offer in response to a solicitation. Normally, the term bidder is used to refer to the entity responding to an ITB, RFQ or an electronic auction; the term proposer is used to refer to the entity responding to an RFP.

    Collaborative procurement Common procurement Procurement arrangement in which several UN organizations combine their efforts to undertake procurement in cooperation or share the outcome of a procurement process.

    The objective of collaborative procurement is to achieve reduced price or better service through economies of scale and to reduce inefficiency and duplication across UN organizations.

    Contract   Written, legally binding agreement between the UN organization and a supplier, which establishes the terms and conditions, including the rights and obligations of the UN organization and the supplier.

    A contract may take many different forms, e.g. agreement, purchase order, memorandum of understanding, letters of assist.
    Contract award   Notice providing information about the awarded supplier(s) of a particular contract.

    Dashboard   Area accessible to all registered users on UNGM which an overview of activities and information related to the UNGM account such as username, UNGM number, etc. Learn more
    Deadline Closing date Deadline for all bid/proposal submissions. It is the date and time by which all bids/proposals need to be received by the UN organization.
    Declaration of Eligibility   Formal and explicit statement that has to be made on behalf of the supplier.

    Declined registration
    Declined profile    		 Registration status that indicates that the registration has been declined based on the information provided in the registration.

    In the majority of cases, registration is declined when the supplier's products and/or services do not match those procured by the UN organizations. Learn more
    Delete Remove Action to remove or eliminate information or documents from UNGM. This action cannot be undone.
    Disability-inclusive suppliers  

    Suppliers which make a dedicated, consistent, and measurable effort to implement disability-inclusive practices.

    Suppliers can show that they are disability-inclusive through a variety of means such as:
    - having an organizational policy on disability inclusion
    - recruiting and hiring people with disabilities
    - offering reasonable accommodation to candidates and personnel with disabilities
    - providing accessible premises
    - ensuring that their supply chains are disability-inclusive
    - manufacturing accessible products following Universal Design principles, etc.

    Duplicate    		 One or multiple account(s) which have the same information or similar information as an existing account on UNGM. Suppliers are required to only maintain one UNGM account. Duplicate accounts must be deleted. Learn more

    Email address Username Identification used by a UNGM user to access the UNGM account. The username corresponds to the email address users registered with on UNGM. It must be a valid email address.
    Enterprise Resource Planning ERP System which UN organizations use to manage their day-to-day business activities such as procurement and finance operations.
    Express interest (button)   Action to electronically express interest in participating in a solicitation in UNGM. Once the express interest has been successful, the 'Express interest' button will change to 'View documents' which provides access to the UN organization's e-procurement system where bid/proposal may be submitted electronically.
    Expression of interest EOI Response to a Request for Expression of Interest expressing interest in participating in a solicitation.

    Financial statements Financial documents

    Documents which report financial information and financial activitities of a specific company. Registration at level 2 requires suppliers to upload audited company's financial documents for the last three years.

    These should include the following:
    - Signed audit report
    - Balance sheet
    - Profit and loss account (income statement)
    - Statement of opinion
    - Notes to accounts

    Fiscal number    		 Reference number from a city, state and/or official number which grants the bearer the ability to engage in specific business activities within the designated area. Learn more
    Limited international competition   Type of competition which only allows for the participation of selected suppliers in the solicitation process. In these cases, the UN organization will establish a shortlist of qualified suppliers to invite to tender.
    Login Sign in Process by which UNGM users access or log into their own personal UNGM accounts.
    Long Term Agreement LTA
    Framework agreement    		 A written agreement between a UN organization and a supplier that is established for a defined period of time for specific goods or services at prescribed prices or pricing provisions and with no legal obligation to order any minimum or maximum quantity.

    Merger   Combination of two existing companies forming a new legal entity.

    Non-Governmental Organization NGO Not-for profit, voluntary citizen’s group that is organized on a local, national or international level to address issues in support of the public good.

    Part of a business conglomerate   Term which refers to a combination of multiple companies or business entities that function as a single organization - usually owned by a parent company.
    Password   Suite of characters that allows access to the UNGM account. The password is selected by the UNGM user at the account creation stage. It should not be shared with any other parties.
    Portable document format PDF File format used on UNGM.
    Pre-bid notice   Notice for pre-bid or pre-bidding conference.
    Primary contact   Person who serves as the main contact point for the UNGM account regarding communication with UN organizations. Learn more
    Privately-owned   Term which refers to a company which is not publicly traded. The company has a share structure which is held and traded privately.
    Pro-forma invoice   Preliminary invoice which is used to request payment from the UNGM user before the Tender Alert Service subscription his being paid.
    Procurement   Acquisition through purchase or lease of real property, goods or other products (including intellectual property), works or services.
    Procurement officer Buyer
    Procurement official    		 Individual or personnel designated by an authorized official to undertake all activities necessary for the procurement of goods, works, or services in accordance with the applicable regulations, rules, policies, and procedures.

    The term buyer is also used to denote the UN organization that is a party to the contract.

    Tender notice    		 Generic term that refers to the advertisement of a sourcing and/or solicitation process.
    Procurement process   Steps necessary to acquire goods and services, inter alia, through identification and development of requirements, planning, budgeting, conducting solicitations, obtaining approvals, entering into contract negotiations and carrying out contract fulfilment.
    Proposal   Offer in response to a Request for Proposal.
    Publicly-traded   Term which refers to a company which is publicly traded. The company has a share structrure that is owned and traded by the general public on the stock market exchange.
    Purchase order PO Type of contract that documents the purchase of goods and/or services.

    Quotation   Offer in response to a Request for Quotation. However, if it is in response to an enquiry, it is simply
    a statement of price and availability.

    Receipt   Written acknowledgment from UNGM which confirms reception of payment from the subscriber for the Tender Alert Service subscription. Learn more
    Reference Reference number Suite of characters that allows to identify a specific procurement opportunity or contract award.
    Reference Recommendation Contact details of an independant and non-affiliated supplier's client. 
    Reference letter Recommendation letter Letter in which a reference usually assess, in a positive way, the supplier's capabilities and performance to do business. Learn more
    Registered Registered status
    Registered profile    		 Registration status that indicates that the registration at the indicated level has been evaluated and approved by the UN organization.

    The supplier's profile is now visible to UN staff members when sourcing for potential suppliers. Registration does not imply pre-qualification. Learn more

    Registration on UNGM allows the supplier's profile to become visible to all UN procurement officers when sourcing for potential suppliers and in most cases to participate in procurement opportunities.

    Request for Expression of Interest REOI Advertisement to identify suppliers that wish to participate in a forthcoming solicitation.
    Request for information RFI Instrument to conduct a market survey to obtain information from the market that can be used to identify available or potential solutions for fulfilling identified needs which may include information on cost and delivery time.
    Request for pre-qualification   Formal method of assessing suppliers of particular goods, services or works against predetermined qualification criteria, and only those suppliers who comply with the criteria are invited to tender.
    Request for proposal RFP Formal method of solicitation where prospective suppliers are requested to submit a proposal for the provision of goods, works or services, based on specifications, scope of work, or terms of reference included in the solicitation documents.

    Normally used in cases where the requirements are complex; cannot be clearly or completely specified, where detailed technical evaluations are to be performed, and/or where pricing or cost may not be the sole basis of award.
    Request for quotation RFQ Informal method of solicitation whereby suppliers are requested to submit a quotation for the provision of goods or services.

    Normally used for standard, off-the-shelf items, where the value of the procurement falls below the established threshold for formal methods of solicitation.

    Resubmitted registration
    Resubmitted profile    		 Registration status that indicates that the registration has been resubmitted for evaluation. The registration will be reviewed and re-evaluated by the UN organization. Learn more

    Search   Action to look for and identify some information on UNGM.
    Services   Work, duty or labour performed by a contractor pursuant to a contract. Rendering of services may involve the associated provision of utilities or facilities if specified in the terms of the contract.

    Typical examples of services include security, catering, cleaning, travel management, event management, IT services, training, freight forwarding, and consulting.
    Settings User settings
    Account settings    		 Collection of information and preferences which controls a UNGM user's profile. Settings can be configured by the UNGM user at any time.
    Site map   List of pages within the UNGM's portal intended to help users navigate the site.
    Solicitation   Generic term for a request to suppliers to offer a bid, quotation or proposal.
    Solicitation documents   Documents issued to describe procurement requirements and to invite suppliers to submit a bid, quotation or proposal.
    Sourcing   Process of identifying suitable suppliers that could provide required products or services for the procuring UN organization.

    Affiliated company    		 Company owned or controlled by another company. To register a subsidiary on UNGM, suppliers may follow the regular procedure to register a company on UNGM. Learn more
    Supplier Vendor

    Business entity    		 Entity that potentially or actually provides goods or other products (including intellectual property), services and/or works to UN organizations. A supplier may take various forms, including:
    - individual person, a company (whether privately or publicly held)
    - partnership
    - government agency
    - non governmental organization
    The terms ‘supplier’ and ‘vendor’ are considered equivalent and used interchangeably.
    Supplier name Company name Name of the company or business entity as written in the Certificate of Incorporation or equivalent document verifying the supplier's legal status/capacity.
