New clarification added: Dear bidder,Please find the below clarifications to your questions:Question 1- Regarding the "Certification of incorporation of the offeror", are either the “DOCUMENT OF CHAMBER REGISTRATION/DOCUMENT OF ACTIVITY” issued by Ankara Chamber of Commerse or the company entry from the “Turkish trade registry gazette” issued by The Union of Chambers and Commodity Exchanges of Turkey (TOBB) considered adequate documents ? and is complete English translation is required for the company entry in the “Turkish trade registry gazette” ? as it is only provided in the Turkish language.Answer: As the documents are issued in Turkish language, the official English translation of the certification of the incorporation is required together with the copy of the documentmQuestion 2- Regarding "Confirmation letter (or draft policy) from an insurer stating that the required insurance policies will be provided to the offeror, if selected", is a bank reference letter considered adequate Answer: Yes, the refference letter from bank or confirmation letter from the bidder will be considered.Queation 3- Regarding "4.8 Insurance Details and Insurances", is a bank reference letter considered adequate ?Answer: Yes, the refference letter from bank will be considered.Thanks and regardsProcurement Team

REFERANCE; Document "Solicitation/rfp/Section V: Requirements Satatement "......supporting in taking the approval to start construction, occupancy certificates as required for each building" Could you pls clarify the limits of "support" at this statement. Could you pls clarify the limits of "support" in this statement. Answer 1: With the "support" we are expecting, but not limited to, the designer to be signing all the designs and related documents for taking the permissions for starting the construction, give necessary clarifications to the possible questions the Local Authorities and the Ministry can have, participate in meetings where they will be asked for, supply with the shop drawings where it will be necessary during the construction period, also where needed prepare the revisions according the possible changes in legislation and regulations. Question 2: Can the architect (design leader 15 years’ experience) be the sub consultant. Answer 2: Yes the Architect can be the sub-consultant, but it is to be emphasized that the Architect will be the Focal Point and the Main Coordinator in this design contract.Question 3: Regarding the Insurance Requirements; "Public Liability Insurance" and “Workers Compensation Insurance" As far as we know these insurance policies are not available in the Turkish market. Could you share more details on this?Answer 3: The bidder is requested to provide all necessary insurance policies as required by the Turkish or country of registration law (Construction all risk insurance for Works, Plants and Materials, Public liability insurance, Workers’ compensation insurance, or any other insurances applicable according to Turkish Law and by local practice). Similarly, regarding the Method Statement.Please clarify if the same documentation may be submitted for both lots where applicable.Answer: Please be kindly informed that the documents requested are the same for both lots and you are able to propose the same key personnel for both lots. New clarification added: Dear Sir / Madam,Please find the below answers to your questions:It is considered that the forms in SECTION III: CONDITIONS OF CONTRACT will be completed at the contract signing stage. Please kindly clarify - The contract template is presented for bidders’ attention only. The form will be completed with the awarded bidder after the tender is finalized.We understand that no bid bond will be required at the tender stage, and only in the event of being awarded the contract, a performance security equal to 10% of the contract value will be provided. Please confirm - The bidders are requested to confirm their readiness to provide the performance security as requested in the tender. The performance security will be requested from the awarded bidder only after the tender is finalized.We understand that the content of the tender dossier will be prepared from the sections under SECTION VI: RETURNABLE SCHEDULES. In addition, the financial and technical proposals will be submitted as two separate files, and a separate cover will also be prepared for the financial proposal. Please kindly confirm - While submitting the proposal according to the Checklist section of the E-sourcing, the bidders will find the list of documents to be uploaded. Experience; It is stated that "Similar scope" refers to the provision of comprehensive design services for multi-story public or administrative buildings and/or social facilities, incorporating multiple technical disciplines (architectural, structural/seismic, electrical, mechanical, fire safety, public health, and civil engineering), with documented experience in obtaining authority approvals and integrating sustainability and resilience requirements."Whereas under RFP documents Section V. Requirements 3. Technical Criteria “Similar scope" refers to the provision of comprehensive design and consultancy services for multi-story social / public or administrative buildings, incorporating multiple technical disciplines (architectural, structural/seismic, geological, electrical, mechanical, fire safety, public health, HSSE and civil engineering), with documented experience in obtaining local authority approvals and integrating sustainability and resilience requirements."As we understand with these documents that consultancy services including supervision will be identified as similar scope. Please confirm.Dear Supplier,Please fidn the clarificaiton below:With the "Similar Scope" we aim for "comprehensive design services" for different disciplines starting with geotechnical survey, mapping survey and incorporating the technical disciplines as architectural, structural, electrical, mechanical, fire safety, public health etc. as per requirement.Although the design company is not responsible for the supervision during the construction work, the designer will be responsible for providing clarification and support to the supervision team where necessary.Therefore, where only construction supervision (consultancy) services are provided, it will not be identified as similar work.Thanks and regardsProcurement Team
