The United Nations is seeking Expressions of Interest (EOI) from competent and qualified vendors for the construction of 1,352 concrete boundary pillars along the Cameroon-Nigeria land boundary line at locations identified and agreed upon by the Parties to the Cameroon-Nigeria Mixed Commission (CNMC). The Cameroon-Nigeria Mixed Commission, established in November 2002, is chaired by the United Nations Special Representative of the Secretary General for West Africa and the Sahel. The goal of the CNMC is to facilitate the implementation of the 10 October 2002 judgment of the International Court of Justice (ICJ) on the Cameroon-Nigeria boundary dispute. Construction works will be carried out in different sectors ('lots') of land boundary. A single Lot may be made up of several sub-lots, each sub-lot with different sectors depending on geographical proximity. Execution of the sub-lots may be carried out simultaneously or phased depending on the planning of the United Nations. Construction works for all phases will take up to three (3) years. The Project will be implemented by the United Nations and overseen by a tripartite project structure established by the Mixed Commission. The Contractor will respond and report to the United Nations. The Contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to ensure that the services are timely and efficiently delivered. Contractor qualifications and capabilities will be evaluated during a later Request for Proposal (RFP) phase but, at a minimum, bidding companies will be expected to demonstrate the following: 1. Government-issued license/certificate to practice engineering works 2. A minimum of five (5) years of international, regional or national experience similar to the requirements
