Description
1.The United Nations Assistance Mission for Iraq (UNAMI) has a requirement for the supply of bulk Jet A-1 aviation to support its air transport operations in Iraq , (UNAMI) intends to enter into an arrangement with a Third-Party Logistics Company (3PL) to buy from the OPDC and supply to UNAMI on as required basis. The successful contractor will charge UNAMI the cost of fuel purchased from Oil Products Distribution Company (OPDC) plus the management/delivery fee all charged per liter. 2.The bulk fuel will normally be fed directly into two bowsers of capacities 4000 and 16000liters. Jet A-1 supplies to UNAMI will up to a maximum of 600,000 liters per year and, UNAMI intends to award a contract for a period of one year plus 6 months, and the anticipated commencement date of this contract shall be from October 2019 through to April 2021, if visible. 3.The Contractor will be required to pre-finance the purchase of Jet A-1 aviation fuel from the OPDC and deliver same into two UNAMI bowsers upon notification by a designated UNAMI staff member. 4.Discharge of bulk jet A-1 will be carried out at the UNAMI compound/Air terminal situated at the M South (JMMT Ramp) of Baghdad International Airport. Access to the UNAMI compound is either via the military Check Point (CP) 14 or the inner perimeter road of the Baghdad International Airport. 5.Specification of Goods to be supplied are to be in conformity with: a. Aviation Fuel Quality Requirements for Jointly operated systems. b. British Ministry of Defence DEF STAN 91/91, ASTM D 1655. c. IATA Guidance Material for Kerosene Type Fuel. 6.The price of the fuel will be Based on current OPDC rates to UNAMI which will be provided by UNAMI to the successful contractor accordingly. The management, transportation or delivery fee will be based on a fixed service charge per litre by the contractor to UNAMI. 7.The Contractor shall be certified and/or approved by the appropriate Ministry of the Government of Iraq for the transportation and supply of Jet A-1. 8.The Contractor shall be responsible for arranging all permits required to access the military side Baghdad International Airport in order to deliver jet A-1 into UNAMI bowsers at the UNAMI compound/Air Terminal located at M South (JMMT Ramp). 9.The Contractor shall have the capability to supply Jet A-1 fuel within 24 hours forreceiving request from UNAMI for bulk Jet A-1 supply. In exceptional cases, Contractor may be required to response within 3 hours of receiving request to refuel UNAMI aircraft. 10.The solicitation will be based on a detailed Statement of Requirement, UN General Conditions of Contracts and other related documents which will be provided by UNAMI to all companies who respond to this EOI and qualify for the tender. 11.Please note on the following: a) This EOI is not an invitation for submission of a bid. b) UNAMI reserves the right in selecting the invitees for the competitive bidding based on substantial and proven records of performance in the subject field of activities and mere expressing an interest would not automatically warrant for ITB document. c) UNAMI reserves the right to reject EOI's received after the above deadline
