Dear Potential Vendors 

2nd release clarification and deadline extended to 5th July 2019:

The below questions are raised by potential vendors and accordingly clarification provided.

Q1. Should the assignment, start simultaneously or at once in all project woredas?

Response: The decision is about the consultant, taking into account the duration of the consultancy. 

Q2.  Should validation workshop to be conducted for each woreda independently?

Response: The validation workshop whether to be organised at woreda or national level, MOF will organise the validation workshop and cover the cost.

Q3. In the terms of reference (TOR) under section VI reads as “ the assignment will be conducted in a period of three months starting from the date of the contract award while in the deliverables table the sum of suggested time for each deliverable comes five months and 22 days (i.e. 172 days). So, which one reflects truly your interest?

Response: apologies for the confusion. The assignment should be delivered in a maximum of 172 days

Q4. Who is responsible for costs related to conducting validation workshop?

Response: MOF will organize the validation workshop

Q5. Would you please share us the Climate Smart Integrated Rural Development project document?

 Response: visit the MOFED webiste.

Pleas note the below clarification provided regarding the Name and Adaptation Fund Woredas per Region for your consideration. 

Oromia (Adama & Aleltu woreda), SNNPR ( Lock Abaya Woreda), Harari (Sofi Woreda), Dire Dawa (Wayil Kilaster woreda), Tigray (Raya Azebo woreda), Amhara (Tenta woreda) .

The United Nations Development Programme (UNDP) hereby invites you to submit a technical and Financial Proposal for Consultancy Services for National Consultancy Firm - National Consultancy Firm-Reviewing and Preparation of Woreda Level Climate Smart Development Plan in Selected  Woredas conduct Climate Finance Tracking in the non-state actors' sector for the service specified in the RFP available on UNDP ATLAS e-Tendering system” (https://etendering.partneragencies.org) UNDP/ETH10/Event ID: ETH0426 .

The bidders are advised to use Internet Explorer (Version 10 or above) to avoid any compatibility issues with the e-tendering system.

Your bid should be submitted in accordance with RFP requirements, through UNDP ATLAS e-Tendering system and by the deadline indicated in https://etendering.partneragencies.org.

In the course of preparing and submitting your quotation, it shall remain your responsibility to ensure that it is submitted into the system by the deadline. The system will automatically block and not accept any bid after the deadline. In case of any discrepancies deadline indicated in the system shall prevail.

Kindly ensure that supporting documents required are signed and stamped and in the .pdf format, and free from any virus or corrupted files. The File name should contain only Latin characters (No Cyrillic or other alphabets).

You are kindly requested to indicate whether your company intends to submit a Bid by clicking on “Accept Invitation” button no later than 31 July 2019. If that is not the case, UNDP would appreciate your indicating the reason, for our records.

Please note that ATLAS has following minimum requirements for password:

1. Minimum length of 8 characters.

2. At least on capital letter.

3.  At least one number.

New bidder registering for first time, system will not accept any password that does not meet the above requirements and thus registration cannot be completed.

For already existing bidders whose current password does not meet the criteria, when signing in, system will prompt you to change the password, and it will not accept a new password that does not meet requirement.
