New amendment added #1: Dear Bidder, Please note that Amendment 1 consists of one clause listed below. This document is considered an integral part of this RFP.Clause 1 – Qualification criteria : Amendment for the qualification criteria of "A company profile with a (7)-year minimum experience in designing and conducting a variety of qualitative social research, consultations and stakeholder mapping analysis" was raised to reduce the year minimum experience to be 5 years instead of 7 years, please refer to the amendment version under "Criteria" tab.All other terms and conditions remain unchanged.

New clarification added: Question 2: · There are several categories of MFI in Yemen that include banks, foundations, programs, fund and companies. As per our understanding that all these categories be included in the assessment and the assessment won’t be limited to MF banks? Please confirm.UNOPS REPLY: Yes. All types and it is not limited to MFI Bank.Question 3: · With regard to the number of Key Informant Interviews, can we assume that the number of KIIs for each MFI will be around 8 for each MFI? Which will include two for current beneficiaries (male and female), two for potential beneficiaries (male and female), two for current employees and two for past employees.UNOPS REPLY: The number of KIIs depends on the methodology and their relevance to the area of investigation. Thus, a size of 23 KII sample is expected but this depends on the method of attaining KIIs.Question 4:· As per the methodology section of the TOR, one of the main tasks is the Operational Assessment of the MFIs. The Responsibilities of selected company section also stated that the consultant would conduct interviews with selected financial institutions from banks, cooperatives, training institutions, microfinance institutions, and Government’s financial service schemes. Please advise if the field visits will be limited to eligible MFIs? UNOPS REPLY: Yes. It is limited to MFIs that meet the eligibility criteria. And whether the consultant is required to conduct field operational assessment and check of policies and procedures or he just would conduct interviews and collect data using a questionnaire? UNOPS REPLY: Yes. If this is applicable and agreed by participating MFIs.

New clarification added: Question 1:We are currently preparing an offer for the tender in a consortium with another partner. My question applies to point (9) of the Schedule of Requirements, i.e. the qualifcations of the selected company.Do the requirements listed, especially the seven-year-long period of organisational experience, need to be fulfilled by each participating organisation individually or shall it be sufficient if the clearly-identifed lead partner fulfills all the criteria? In our case, a designated junior partner in the consortium has been founded less than seven years ago.UNOPS REPLY: In principle, the lead partner who will sign the contract should pass the evaluation criteria, however, the amendment version will be pulbished soon in which the number of experiences years will be reduced to read as five years instead of seven years.
