New clarification added: Dear Sir / Madam,We are interested to submit to the tender for a Master Plan and Design of Kassala Health Citadel. Four questions arose after reading the documentation:1. Under Section C Deliverables, part 1 Pre-design Phase, mentioning is made of '1. finalisation of architectural As-Built drawings' and '7. Review of existing draft design brief'. In order to make an accurate estimation of the required time, would it be possible to share the related documents and drawings?2. Under Section D Timeline and Milestones, table point 4, 'approval with key partners before proceeding with construction phase' is mentioned. From Section C Deliverables it was understood that the contract finished after submitting the last drawings, costings and specifications. To be sure, is bid evaluation (of the construction companies) part of this tender?3. Under Section C Deliverables, part 1 Pre-design Phase, some deliverables are followed with 'n/a'. Can we assume this deliverable is thus not part of this assignment?4. Is it possible to submit 2 CVs for one function and how will it be evaluated?Thank you in advance for the clarifications!Dear Bidder,UNOPS has already answered these questions . . . please see previous responses.

New clarification added: Clarification # 7Dear Sir,We are very keen to participate in this tender as we have already started with studying the RFP documents, arranged for the site visit. As mentioned in the tender partriculars the tender deadline is (29-03-2018). But as we have more information still needed in relation to buildings areas besides the RFP missing documents, it will take much time to prepare a proper estimation of the work. As a result, it may be difficult for us to prepare a best competitive offer within the time specified by you.Under the above circumstance, we would request for an extension of time for tender submission by at least 7 days. We hope, you would grant our request .We look forward for your kind consideration and assuring you the best of our services all times to come.Many Thanks,Dear Madam/Sir,Thank you for your interest,This is not possible under the UNOPS procurement rules as there is not intervening event necessitating this.best regards,

New clarification added: Clarification # 5Dear Sir,The RFP mentions a number of existing buildings: General Hospital (under construction), School of Midwifery, Academy of Health Sciences, these three buildings are located within the project site as shown in the RFP page 26 without mentioning what shall the consultant do with these buildings, a confirmation is needed in this regards that the consultant shall keep the location of these buildings fixed while studying and developing the whole project master plan.Many thanks Dear Sir,below is the answer to your question:The scope of works for the consutant shall include oNLY the following existing buildings: · The Saudi maternity hospital· The advanced diagnostic centre· The central laboratory· The blood bank. Other facilities are not included in the scope but interrelationships will need to be considered during Master Planning

New clarification added: Clarification # 4Dear Sir,Per each of the existing facilities: Maternity Hospital, Regional Central Blood Bank, Central laboratory, Diagnostic Centre; please provide us with the following:Number of floors.To be decided by the consultant as part of the scope of servicesTotal building BUA and area schedule for existing departments.190,000m2Year of construction.Various, oldest is about 10 years oldAs built drawings in addition to structural design drawings, prevoius siol reports, if available.As built drawings will be provided. Pre-design investigations (topo and soil analysis) will be provided.In relation to rehabilitation for the buildings; what the rehabilitation shall include? for example shall this includes upgrading all MEP systems to the latest standards? upgrading medical equipment, buildings elevations, and if there is an intention to go for future expansion? to what certain limit we can do demolition?This is part of the project scope and will involve a delicate blanace of need for rehabilitation, future capacity desired and budget. This is part of the scope in conjunction with a UNOPS medical planner (clinical) and UNOPS business plannerIs there a need to carry out structural tests for buildings and special inspections?These will be the responsibility of UNOPS.kindly see answer under the bullets in bold italic

New clarification added: Clarification # 3Dear Sir,A site visit has been scheduled two days ago and supposed to be carried out today 20-03-2018 (as mentioned in tender particulars section, an e-mail was sent to Mr. Mohamed Abbas Haju, Email: mohamedae@unops.org on 18-03-2018) but unfortunately we recieved Mr. Mohamed response by email today 20-03-218 informing us his unavailability, he provided another person to contact.having said that, and knowing that 22-03-2018 is the last day to perform site inspection we afraid that we cannot do site visit within the allowable time, please advise in this regards taking into consideration the high importance of this issue to aquire the needed project data specially for the existing buildings.please consider this as a request for extension of time for visiting project site.Many thanks, Thnak you for your eamil,Kindly let us know when you would like to visit the site and we will facilitate.best regards,

Returnable Proposal Schedule 9 that is Implementation/Quality Management System Proposal is mentioned as not used however, over the site it is mentioned mandatory to be uploaded. This instruction supercedes the one on the site. 2. Section V: UNOPS Contract for Consultant services for works do not show any designated window to upload the document. Is this document to be uploaded or not?This is a sample of the contract that the selected consultant will sign with UNOPS. Under Section C Deliverables, part 1 Pre-design Phase, some deliverables are followed with 'n/a'. Can we assume this deliverable is thus not part of this assignment?This is NOT the case. The heading of this column is Scale and “n/a” means that no specific scale is required. 4. Is it possible to submit 2 CVs for one function and how will it be evaluated?Yes, you may do so. Both will be evaluated and the better of the CVs will be taken into account and the other one will be disregarded. New clarification added: Clarification #2Dear Sir,Kindly advise regarding the following inquiries, we consider this is very essential in order to assess the size of the project :1. The whole project land area.For the master plan, it is the whole area of 965,000m2 For the building designs, it is the area covered by the existing facilities (190,000m2) and the areas of the new GSU amounting to (37500m2).2. The BUA for each of the exsisting facilities that need rehabilitation (Maternity hospital, blood bank, laboratory, diagnostic center).This will be provided to the selected consultant after an initial study by a third party. Kindly use the above areas for guidance. 3. Expected BUA and space finctions/requirements (functional space list) for the new proposed General Surgical Unit.This will be provided to the selected consultant after an initial study by a third party. Kindly use the above areas for guidance.4. Availability of existing networks nearby the site, availability of infra networks within the site boundary.To be determined by the consultant as part of the services . . . needs versus existing capacities, etc.5. Year of construction for each of the exsisting facilities that need rehabilitaion (Maternity hospital, blood bank, laboratory, diagnostic center).These will be constructed in a different phase. Construction supervision is NOT part of the scope of services for this contract.6. New clarification added: B.3 of ToR refers to an available program budget of €10Million. Is this the total maximum investement budget (rehabilitation+ GSU construction works)? Or is it the maximum amount that will be granted for the proposed services (master plan + design + permits + bidding process + rehabilitation supervision)?Thank youDear Sir,This amount refers to your first option; it is the completed cost of the facilities to be designed under this contract. Supervision is not part of the scope of the services required at this time.Thank you
