Description
The United Nations is seeking a coastal multipurpose vessel, on a time charter basis, to provide cargo and passenger transport services, in support of the United Nations Support Office for AMISOM (UNSOA) in Somalia. Primarily, the requirement will be to move cargo and passengers between sea ports of Mombasa, Kenya and Mogadishu, Somalia. A secondary requirement is for the vessel to act as an evacuation platform should the situation demand AMISOM’s withdrawal. Lastly, there may exist the requirement to transport passengers and cargo between Mombasa and other Somali sea ports such as Kismayo and Hobyo, in support of deployed AMISOM forces. The selected vessel will be expected to provide acceptable levels of flexibility and responsiveness to the requirements of the mission(s). The services to be provided shall include, but not limited to: • Movement of passengers between the sea ports of Mombasa, Kenya and Mogadishu, Kismayo and Hobyo in Somalia; • Movement of UN owned equipment (vehicles, construction materials, office equipment and supplies, medical equipment and supplies, fresh rations, and bottled water) and contingent-owned equipment (military vehicles, construction vehicles, weapons, ammunition and explosives, where applicable) between Mombasa, Kenya and Mogadishu, Somalia; • Emergency evacuation of UN personnel and equipment, if required The vessel sought must be capable of operating in the Indian Ocean safely during the monsoon season, shall have a minimum cruising speed of 20 knots and be maximum of 20 years. The vessel needs to be capable of entering the above-mentioned ports and capable of loading and discharging cargo and personnel. Vessel must be capable of docking without tug assistance. The draft of the vessel must satisfy the restrictions of the above-mentioned ports. The vessel must be self-sustaining and have the ability to transport cargo, of various types, by means of its own equipment/restraints on board the vessel. The vessel must have the capacity to accommodate a minimum of 250 passengers and their assocaited baggage (estimated to be 45 kg/0.3 m3 per passenger); ability to accommodate up to ten (10) onboard vessel protection detachment personnel; with 100% functional climate control (air conditioning) and sufficient & suitable bathroom, ablution facilities for the stated number of passengers, and kitchen facilities servicing the berthed passengers. The vessel shall be self-sustaining RO/RO or RO/LO with gear or other form of MHE to be able to safely load/discharge containers and general cargo with weight up to 15 metric tons per unit; with sufficient deck and hold space to carry up to 80 x 20 foot ISO sea containers (of which up to 36 may be reefers) and 20 small to medium vehicles (6-12 square meters each) and ability to carry a minimum of 250 metric tons on deck; and able to safely carry containers and vehicles with a 3.3 meters high; vehicle slings and platforms (if not ramp present). The vessel should have the capacity to carry approximately 30,000 litres of fuel; is certified to be able to carry dangerous cargo up to Class 1.
