Description
The objective of this EOI is for UNOPS to enter into multiple non-exclusive Long Term Agreements with the Suppliers engaged in PV Solar Design or Design, Supply and Instalation services.
UNOPS intends to conduct a competitive solicitation exercise for the design, supply, installation, commissioning & testing and operation & maintenance of PV Solar energy system to establish multiple Long Term Agreements (LTAs).
The upcoming Request for Proposal (RFP) will be divided into 2 lots. Lot 1 will comprise of PV solar engineering consultancy services and the lot 2 will cover the design, supply and installation services including after sales and operation and maintenance (0 & M) services. The scope of works under these 2 lots is briefly described below:
Lot 1: Solar Engineering Consultancy Services
The scope of works under lot 1 may include Professional Engineering Consulting, design and supervision of Solar PV Energy system. The Consulting may be carried out either on-desk and/or on-site. The supplier shall also assist in energy requirements of the client and prepare feasibility report (both technical and economic). In addition, Supplier shall be responsible for solar system design review prepared by another supplier and technical supervision of the works during installation/construction phase. Please note that all the above services are not requested for all projects but the scope and magnitude of consulting services may vary from one project to another depending upon the specific need.
Lot 2: PV Solar System Design, Supply, Delivery, Installation, Commissioning, Testing, Operation and Maintenance
Lot 2 will include design, supply and installation works of PV solar energy system. The system may comprise of off-grid, on-grid and/or hybrid systems. The supplier shall provide a list of individual solar system components e.g. Solar PV Panels, Inverters, batteries, cables etc. that will be used for specific solar system design configuration to meet the need of each potential project. In addition, Suppliers shall deliver the components and accessories to the project site, install and test and commission the system including operation & maintenance and after-sales services.
Since the magnitude and location of the project site is unknown at this stage, there will be provision for secondary bidding exercise among LTA holders.

New clarification added: Q.No.#5: Regarding to the mandatory requirement related with the provision of local representatives in at least 25 developing Countries, we would like to know if it would be accepted a letter of commitment referring to assurance that local partner will be appointed in the country in which the project is executed in case of Contract award in this solicitation process.Unfortunately, this will not suffice. The Supplier will be required to provide full contact details of local representatives in at least 25 developing countries in the upcoming solicitation documents.

New clarification added: Q.No#1: In the EoI, there are multiple countries listed: We must express interest in all the countries listed or we have the option to choose which country (s) we would like to participate?The Supplier is required to express interest in all Countries listed. In case of lot 2, one of the mandatory requirements in upcoming solicitation process will be the provision of local representatives/service providers in at least 25 developing Countries and in case of Contract award, assurance that local service provider will be appointed in the country in which the project is executed, if not already present.Q.No#2: We have 6 local partners in Africa, 6 in Middle East and 2 in Asia reaching a total of 14. However due to our strong historical and cultural ties as a Country, we have been very successful in securing qualified partnerships since our establishment in 2009. We are confident that we will find, train and provide qualified local service providers. Can you please confirm if we should proceed with EOI, regarding our local service providers figures which is currently 14 vs 25 as requested?Provision of local representatives in at least 25 developing Countries will be mandatory in order to be shortlisted for solicitation process for lot 2.Q.No#3: Regarding to the mandatory requirement related with the provision of local representatives in at least 25 developing Countries, we would like to know if having direct contact with the commercial offices of our government in over 100 countries would be accepted in this solicitation process.This will not be accepted. Q.No#4: We intend to express our interest for design services only (lot 1) but the system does not allow us to submit the EoI unless we also answer questions related to lot 2. In case of Suppliers, who intend to express interest for lot 1 only, please mark "No" to Yes/No Questions, write "Not Appicable" in case of free-text question and upload a blank document with file name "Not Applicable" for questions/documents related to lot 2 only. Please also see the ammendment No.#1 issued on 07 April 2017.

New amendment added #1: This amendment is being done to add additional information in the General tab of the tender to be displayed in UNGM. In case of prospective Suppliers who intend to express interest for lot 1 only, please note that the document "Brief presentation of the proposed product, method of delivery and installation." is mandatory for lot 2 only but due to the system requirements, the suppliers are advised to upload a blank document with file name "Not Applicable" in order to enable tender submission.
