Independent Evaluation of Phase I: PEPFAR-UNAIDS Faith Initiative Strengthening Faith Community Partnerships for Fast Track

UNAIDS would like to undertake an external independent (though small scale) evaluation of Phase I of the FBO Initiative and is looking for a consultant or small consultant team to evaluate the entire program, with specific reflections on each of the individual implementing partners. 

The main purpose of the evaluation is to provide PEPFAR/UNAIDS and partners with important lessons and actionable recommendations that can be used to guide implementation of Phase II of the Initiative and similar activities for further replication.

The evaluation should determine to what extent the Initiative has achieved the results that it was intended to achieve or that it could reasonably have been expected to achieve within the timeframe and what challenges were faced – what worked and what did not work.
