RfP for Feasibility of Green Hydrogen Applications for Freight Transportation
UNDP Viet Nam is looking for 01 qualified consultancy firm/institute/organization to provide consultancy for Study on the Feasibility of Green Hydrogen Applications for Freight Transportation.
Viet Nam has committed to achieving net-zero greenhouse gas emissions by 2050 and is accelerating the transition toward low-carbon energy and transport systems. Decision No. 876/QD-TTg dated 22 July 2022 approved the Action Programme on Green Energy Transition and the Reduction of Carbon and Methane Emissions in the Transport Sector. The National Hydrogen Energy Development Strategy to 2030, with a vision to 2050, approved under Decision No. 165/QD-TTg dated 7 February 2024, provides a national direction for developing a hydrogen ecosystem based on renewable energy and other low-carbon sources. These policies create an enabling framework for assessing the role of green hydrogen in transport and logistics.
Battery-electric vehicles are expected to be the primary solution for urban and short-distance road transport. However, some freight segments may face constraints related to vehicle payload, long operating distances, vehicle utilisation, charging time, grid connection and the availability of high-capacity charging infrastructure. These challenges may be particularly relevant to heavy-duty and long-haul trucking, container drayage, port and logistics operations, and freight movements linked to industrial corridors.
Green hydrogen and hydrogen-derived fuels are increasingly being considered internationally for hard-to-abate transport applications. Their suitability is nevertheless highly context-specific and depends on the availability and additionality of renewable electricity, electrolyser utilisation, water and land requirements, hydrogen production and delivered cost, vehicle availability, fuel efficiency, safety regulation, infrastructure utilisation, fleet operating patterns and competition from battery-electric and other low-emission alternatives.
In Viet Nam, transport-related applications of green hydrogen remain at an early stage. Evidence is limited on where hydrogen would create the greatest system value, how it would compare with battery-electric vehicles on a total-cost-of-ownership and life-cycle-emissions basis, and what scale and sequence of investment would be needed. Given the long lead time required to build hydrogen supply chains, technical standards, skilled workforces and refuelling networks, early and evidence-based planning is important.
UNDP Viet Nam therefore seeks a qualified national consulting firm to undertake a focused feasibility study, identify defensible priority use cases, and formulate practical pilot concepts and policy recommendations. The study must remain technology-neutral and avoid presuming that hydrogen is preferable where battery-electric or other solutions are more feasible, affordable and environmentally effective.
OBJECTIVES OF THE ASSIGNMENT
The main objective of the service is to conduct a comprehensive study on application of green hydrogen in freight transport segments in Viet Nam transport sector. The study will cover the technical, economic, environmental analysis, institutional, and policy feasibility of deploying green hydrogen in freight transport segments that are difficult to fully electrify particularly long-haul and heavy-duty road freight and to provide practical recommendations for policy development.
