2.4.6 Procurement and installation of one refrigerated cold room, Beira, Mozambique

BACKGROUND

The United Nations Development Programme (UNDP), through the SDG Local Action project, is supporting the implementation of the Productive Relocation Based on the Fish Value Chain Project in Beira City, Mozambique.

The project promotes an integrated model of productive relocation and climate resilience while strengthening fisheries-based livelihoods, improving fish handling, storage and distribution systems, and supporting inclusive local economic development.

As part of the Minimum Viable Product phase, appropriate cold-chain infrastructure is required to preserve fish quality, reduce post-harvest losses and facilitate access to markets.

OBJECTIVE

UNDP invites quotations from qualified suppliers for the supply, delivery, installation, testing and commissioning of one complete refrigerated cold room at the designated project site in Muave, Beira City, Sofala Province, Mozambique, in accordance with the attached Terms of Reference and Evaluation Criteria.

SCOPE OF SUPPLY AND INSTALLATION

The contractor shall provide a complete, functional and operational cold-room system, including the equipment, materials, accessories and equipment-specific connections required under the Terms of Reference.

The scope includes:

• Supply and delivery of the refrigerated cold-room structure, insulated panels, door, refrigeration equipment, electrical controls and associated components.
• Verification of site conditions and coordination with UNDP, the City Council of Beira and the separate civil works contractor.
• Installation and completion of the equipment-specific electrical and refrigeration connections.
• Testing and commissioning to demonstrate compliance with the specified technical and performance requirements.
• Training of designated operators and at least three local technicians.
• Submission of technical documentation, operating and maintenance manuals, testing records and warranty documentation.
• Warranty and after-sales support in accordance with the Terms of Reference.

Civil works and site infrastructure assigned to the separate civil works contractor are excluded from the suppliers scope, except for the equipment-specific connections and installation activities expressly required under this procurement.

The attached Terms of Reference govern the complete scope, specifications, delivery requirements, responsibilities and payment milestones. The accompanying Evaluation Criteria annex sets out the preliminary and technical requirements and the supporting documents to be submitted.
