Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The ILO is seeking an External Collaborator to provide technical expertise for policy simulations and microsimulation analysis under the Global Accelerator on Jobs and Social Protection for Just Transitions in the Philippines. The assignment will translate policy priorities into simulation scenarios using the ILO’s Structural Model for Sustainable Development (SMSD), focusing on: (i) social protection and health insurance; and (ii) investment and public infrastructure in transport and construction. Working closely with ILO technical teams, DOLE, DEPDev, national stakeholders, and software developers, the External Collaborator will support scenario design, model calibration, policy simulations, and interpretation of results. The assignment will also contribute to capacity building through training materials, selected training sessions, and guidance for applied research. The work will strengthen evidence-based policy analysis on employment, social protection, and infrastructure investment in line with the Philippines’ Global Accelerator priorities.
