Description
QUANTITY SURVEYOR - Long Term Agreement

Nigeria’s North West and North East regions continue to face complex and interconnected security challenges. In the North West, insecurity is driven by communal conflicts, farmer-herder tensions, armed banditry, organized crime, demographic pressures, economic exclusion, and climate-related risks. Despite various peacebuilding initiatives and government interventions, recurrent violence continues to undermine stability, livelihoods, and social cohesion. In the North East, communities affected by the Boko Haram insurgency remain vulnerable to displacement, insecurity, and limited access to basic services, despite notable progress in stabilization efforts.

To address these challenges, UNDP, with support from development partners, is implementing the North West Prevention Facility (NWPF) and the Regional Stabilisation Facility (RSF). These initiatives promote conflict prevention, stabilization, community recovery, and resilience through state-led and community-owned approaches. A key component of both programmes is the construction and rehabilitation of critical community infrastructure, including housing, schools, health facilities, water systems, markets, and other public assets that strengthen livelihoods, service delivery, and social cohesion.

Given the scale and technical complexity of these infrastructure investments, UNDP requires qualified Quantity Surveying expertise to ensure effective cost management, procurement support, contract administration, quality assurance, and financial oversight of civil works projects across the North West, North East, and other designated programme locations. This capacity is essential to ensure infrastructure interventions are delivered efficiently, transparently, and in accordance with international standards, thereby contributing to the overall objectives of peacebuilding, stabilization, and sustainable development.

Under the overall guidance of the Senior Civil Engineer and respective Head of Offices and Team Leads, the Retainer Individual Contractor (Quantity Surveyor) will provide professional quantity surveying, cost management, procurement, and contract administration services for UNDP civil works projects across the North West and North Central regions of Nigeria and other designated locations. Working closely with project teams and engineering staff, the incumbent will support the planning, procurement, implementation, and quality   assurance   of infrastructure projects, ensuring cost efficiency, compliance with technical standards, sound financial management, and successful delivery of construction and rehabilitation works.
