Design, Supply, Installation, Commissioning, and Integration of a Real-Time
The United Nations Development Programme (UNDP), with funding from the European Union and in partnership with the Aqaba Special Economic Zone Authority (ASEZA), is implementing the project “Catalyzing a Transformative Model for Circularity through 9Rs in Aqaba.” The project aims to support Aqaba’s transition towards a circular, resource-efficient, and low-carbon economy by promoting the application of the nine circular economy strategies (9Rs) across the upstream stages of the solid waste management system.
Aqaba currently generates approximately 245 tonnes of municipal solid waste (MSW) per day, with waste generation expected to increase in line with population growth, tourism, and economic development. Approximately 98% of generated MSW is currently directed to final disposal, reflecting limited material recovery and recycling and the continued predominance of a linear waste management model.
A key intervention under the 9Rs Project is the establishment of the Creative Circular Economy Center (CCEC) in Aqaba. The CCEC is designed to complement and interact with the existing solid waste management system by diverting selected materials and end-of-life products from conventional waste collection and final disposal and directing them towards higher-value circular economy pathways, including reuse, repair, refurbishment, remanufacturing, where applicable, repurposing, upcycling, and recycling.
Through its interaction with households, businesses, institutions, and the public waste management system, the CCEC will contribute to extending product lifecycles, increasing material recovery, and reducing the quantities of waste disposed of in landfills. These interventions are expected to contribute to greenhouse gas (GHG) emission reductions and avoided emissions, particularly through diversion from landfilling, extended product lifetimes, material recovery, and reduced demand for virgin materials and new products.
To systematically monitor material flows and quantify the associated climate benefits, the CCEC will be equipped with an integrated Real-Time Carbon Monitoring System (RT-CMS).
The RT-CMS will provide end-to-end digital traceability of materials from receipt through processing and final destination by integrating weighing, material identification, transaction tracking, data management, and carbon accounting. The system will enable the CCEC to monitor its contribution to material diversion and resource recovery within Aqaba’s wider waste management system and to estimate, quantify, and report the associated GHG benefits based on an approved carbon-accounting methodology, verified material-flow data, and applicable emission factors and calculation rules.
