Description
Dear Bidder, The International Labour Office (ILO) is seeking an individual to undertake work as an External Collaborator to support Sierra Leone in aligning its legal framework with the Maritime Labour Convention (MLC), 2006. Working closely with the ILO’s International Labour Standards Specialist in Cairo and the Maritime Unit of NORMES in Geneva, the External Collaborator will: 1. Undertake a comprehensive review of Sierra Leone’s legal framework, including the Merchant Shipping Act, 2026, existing maritime labour regulations, draft regulations, labour and social security legislation, and other relevant legal instruments, to identify gaps and recommend necessary reforms in line with the MLC, 2006. 2. Facilitate an online workshop to present the findings, build consensus on the appropriate reform strategy, establish a roadmap, prioritize legislative and regulatory reforms, and allocate responsibilities among relevant institutions. 3. Provide technical assistance in reviewing, revising and drafting legislative and regulatory texts, conducting stakeholder consultations, and ensuring consistency with the MLC, 2006 and relevant ILO supervisory comments. 4. If required, facilitate a final workshop to present and discuss the proposed draft laws and regulations. 5. Prepare a report on the activities undertaken and support provided. Interested individuals should express their interest and follow the instructions on the ILO e-sourcing platform to access the detailed Terms of Reference and submit their proposals before the specified deadline. Thank you.
