Data Governance Specialist
Description of the Assignment:
The long-term success of the Human Papillomavirus (HPV) and Rotavirus vaccination programs in the Philippines depends not only on the availability of vaccines but also on the capacity of national and local stakeholders to effectively plan, finance, implement, monitor, and sustain these efforts. At present, several barriers undermine this capacity, including limited access to reliable and actionable data on local health budgets and expenditures, weak institutional mechanisms for tracking and optimizing health investments, gaps in data governance and data management, and limited integration of relevant private-sector vaccination data into public health information systems.
To address these challenges, the Department of Health (DOH), with technical assistance from UNDP, proposes a comprehensive set of interventions across three interconnected areas at the Local Government Unit level: (1) data analytics, (2) stakeholder capacity building, and (3) public-private collaboration. These interventions seek to promote informed decision-making, strengthen transparency and accountability, improve the monitoring of local health investments, and support the institutionalization of sustainable financing strategies for HPV and Rotavirus vaccination programs.
Strong data governance is foundational for these efforts. Local Health Offices (LHOs) use substantial amounts of data across their planning and day-to-day operations. The absence of formal governance to ensure availability of quality data may hinder the translation of data into actionable insights. This, in turn, may affect the capacity of Local Health Boards (LHBs) to use reliable and timely information for health planning, resource allocation, and decision-making.
In this context, a practical Data Governance Framework for LHOs will be developed to strengthen the institutional foundation for effective data management and use. The framework will address the broader data governance needs of LHOs, while giving particular attention to data supporting health financing and investment planning, including the Special Health Fund (SHF), budget allocation and utilization, Local Investment Plans for Health (LIPH), resource planning, and program performance monitoring. It will also consider data from external stakeholders, particularly private health providers and other private-sector actors involved in vaccination service delivery.
The implementation will cover a total of 10 LGUs (cities/municipalities). From these sites, one pilot LGU will be selected for the in-depth assessment and development of an LHO Data Governance Framework using the existing UNDP Reference LGU Data Governance Framework as a starting point. The resulting framework will subsequently be further refined and deployed in the nine remaining LGUs.
