Objective of the consultancy:

To identify qualified multiple providers to deliver technical services for the GO₂AL Country Support Platform, covering public sector support and industry engagement, and/or Unitaid’s country-level medical oxygen assessments and analysis.

Bidders may submit proposals for one or more of the following scopes:

• Work Area A, Lot 1: Public Sector-facing Support, comprising core support and country-specific medical oxygen Roadmap (costed oxygen strategy/plan) engagements;

• Work Area A, Lot 2: Industry Engagement & Market Solutions, comprising core support and country or multi-country Industry Communities of Practice (CoPs);

• Work Area B: Unitaid Country Deep-Dive Assessment and Analysis on Medical Oxygen, comprising separately commissioned country assessments, including primary data collection.

Qualification of Firm and Consultants:

Proposals must be submitted by a legally registered entity. Individual consultants are not eligible to submit proposals. Bidders may propose a team drawn from a single organization, a consortium or subcontracting arrangements.

a) General requirements (all bidders)

• Strong team project leadership and technical expertise, demonstrated through proposed team member profiles.

• Ability to mobilise multidisciplinary expertise rapidly across low- and middle-income countries (LMICs) in multiple regions, including countries where the bidder may not already have an established presence.

• Demonstrated ability to work with Ministries of Health, national technical bodies, development partners and multi-stakeholder partnerships.

• Experience coordinating with other implementing organizations and operating within partnership-led delivery models.

• Strong analytical, facilitation, communication and technical-writing skills.

• Ability to work effectively in English, and to mobilise appropriate language capacity for country assignments, including French, Spanish, Arabic and Portuguese where relevant.

• Demonstrated systems for quality assurance, safeguarding of confidential information, conflict-of-interest management and delivery oversight.

• Ability to operate effectively in government-led and multilateral partnership environments, including appropriate management of institutional sensitivities, confidentiality, stakeholder relationships and organizational mandates.

b) Work Area A, Lot 1: Public Sector-facing Support

Essential:

• At least 10 years of organizational or senior-team experience in public health, health-systems strengthening, strategic planning, programme design or country technical assistance.

• Proven experience supporting government-led national strategies, roadmaps, implementation plans or comparable planning processes in LMICs across multiple regions.

• Demonstrated track record of working directly with Ministries of Health and national health authorities and coordinating technical and partner inputs around government-led processes.

• Ability to translate assessments and evidence into prioritised, feasible and implementable actions.

• Experience in institutional strengthening, implementation coordination and facilitation of multi-stakeholder technical processes, including approaches that strengthen country ownership, sustainability and transition from externally supported processes.

• Capacity to mobilise relevant technical specialists, including biomedical/clinical engineering expertise where required, without relying on large-scale primary data collection as the default delivery model.

Desirable:

• Experience with national medical oxygen roadmaps, strategies, policies and planning tools.

• Demonstrated networks with Ministries of Health, national regulatory authorities and other relevant public- and private-sector stakeholders.

• Experience linking country plans to costing, investment prioritisation, domestic financing or resource mobilisation.

• Experience facilitating peer learning and cross-country exchange, including targeted exchanges between countries facing similar strategic or implementation challenges.

c) Work Area A, Lot 2: Industry Engagement & Market Solutions

Essential:

• At least 10 years of organizational or senior-team experience in health-product markets, supply chains, market shaping, private-sector engagement or related fields.

• Demonstrated network and ability to engage manufacturers, distributors, service providers and other relevant private-sector actors.

• Strong understanding of medical oxygen markets, technologies, supply and service ecosystems; direct oxygen-sector experience is strongly preferred.

• Demonstrated ability to broker dialogue and practical solutions between governments, industry and development partners while maintaining neutrality.

• Experience analysing market bottlenecks, supply chains, service and maintenance ecosystems and policy or regulatory constraints affecting access to health products.

• Demonstrated capacity in market intelligence, data management and analysis, including use of market and supply-chain information to identify trends, constraints and opportunities and to inform strategic decision-making.

• Capacity to provide strategic advice on market, supply-chain and industry-engagement challenges beyond project coordination alone.

• Demonstrated ability to navigate institutional, regulatory and commercial sensitivities when working with governments, industry, multilateral organizations and other partners, including appropriate management of confidential or commercially sensitive information.

• Robust conflict-of-interest policies and demonstrated ability to operate independently of individual commercial suppliers.

Desirable:

• Experience with industry groups, supplier engagement platforms or market-shaping initiatives in global health.

• Experience in oxygen production, distribution, maintenance, medical devices, infrastructure or related industrial ecosystems.

• Experience supporting public-sector decision-makers to understand market options without acting as a procurement agent.

• Existing industry relationships across multiple LMIC markets and regions.

• Experience designing or facilitating country, multi-country or regional approaches to industry engagement and market problem-solving.

• Experience maintaining and analysing market or supply-chain datasets, mapping tools, dashboards or comparable strategic information systems.

d) Work Area B: Unitaid Country Deep-Dive Assessment and Analysis on Medical Oxygen

Essential:

• Demonstrated experience designing and conducting country-level or multi-facility assessments in LMICs.

• Strong quantitative and qualitative data-collection, data-management, analytical and data-visualisation capacity, including appropriate data-quality and quality-assurance systems.

• Experience assessing medical oxygen, health technologies, health facilities, supply systems or closely related health-system areas; direct medical oxygen assessment experience is strongly preferred.

• Ability to rapidly mobilise multidisciplinary technical expertise and country-level assessment capacity across different geographic settings.

• Experience working with governments and other national stakeholders to obtain, interpret and validate country-level data and evidence.

• Experience working with international and regional partners, implementing partners, private-sector actors, communities and civil society.

• Demonstrated ability to translate complex assessment findings into concise, decision-oriented analysis for governments, funders or global health agencies.
