Event Management Firm to Provide Event Management and Coordination Services for the NIPC Launch of IOM and NGF Derisking Framework Convening

Type of contract:

Consultancy - Company

Abuja, Nigeria

Duration:

3 Month

BACKGROUND

Domestic and foreign investment are critical to Nigeria’s economic development, job creation and economic diversification. While significant efforts have been made by the Federal and State Governments to attract investment, challenges remain in coordinating investment promotion efforts and aligning investments with national development priorities. Investors also continue to face bureaucratic bottlenecks arising from multiple legal and institutional frameworks, regulatory overlaps and coordination gaps.

Recent reforms, including the removal of fuel subsidies and liberalisation of the foreign exchange market, form part of broader structural reforms aimed at improving Nigeria’s investment climate. At the subnational level, States have established investment promotion agencies and introduced measures to attract investment. However, effective coordination of the investment architecture, particularly across Federal and State levels, remains important.

The Nigerian Investment Promotion Commission (NIPC) is mandated to promote and coordinate investment in Nigeria. State Investment Promotion Agencies perform similar functions at the subnational level, with coordination supported by the Forum of State Investment Promotion Agencies of Nigeria (FoSIPAN) and the Nigeria Governors’ Forum (NGF). Given the respective investment-related responsibilities of Federal and State institutions, effective coordination is essential to reduce regulatory and compliance burdens and facilitate investment into priority sectors.

The Integrated National Financing Framework (INFF) supports countries to strengthen planning and financing processes and address constraints to financing sustainable development. In Nigeria, the INFF supports the Government in mobilising and aligning public and private resources with national development priorities, including through conventional and innovative financing mechanisms and measures to address barriers to public and private investment.

The INFF is an initiative of the Federal Government of Nigeria. Its Steering Committee is co-chaired by the Minister of Finance and Coordinating Minister of the Economy and the United Nations Resident Coordinator, with Secretariat support provided by the Office of the Senior Special Assistant to the President on SDGs (OSSAP-SDGs). Implementation support for the Nigeria INFF Programme is provided by the United Nations Development Programme (UNDP), with funding support from the European Union (EU) Delegation.

As part of efforts to strengthen Nigeria’s investment ecosystem, UNDP has partnered with the Nigeria Governors’ Forum (NGF) to convene stakeholders to deliberate on key reports, including the Framework on De-Risking Investment in Fragile Contexts in Nigeria and a Baseline Study on Strengthening States’ Capacity to Attract, Enable and Sustain Private Investment in Nigeria, prepared in collaboration with FoSIPAN. UNDP has also partnered with the Nigerian Investment Promotion Commission (NIPC) to undertake an Investment Opportunity Mapping (IOM) exercise, resulting in the development of investment pitch decks. The reports and pitch decks are scheduled to be presented and launched through two convenings in November and/or December 2026.

Against this background, UNDP Nigeria seeks to engage a professional event management firm to provide event management and coordination services for the successful delivery of the two launch events.
