Description
The Fez waste sorting workers’ cooperative project aims to transform the status of the hundreds of informal waste pickers whose work supports the citys recycling system, but who currently operate without formal contracts, social protection, or reliable income. The project foresees the creation of a legally registered cooperative, integrated into the municipal waste management system, and supported by a financially viable recycling value chain.

In Fez, waste pickers do important work on which the city depends, while operating entirely outside of formal systems: without recognition, protection or stable income that would make their contribution sustainable. A recycling system based on informal and precarious work cannot be expanded, improved or made equitable. The project responds to this situation by making formalization the foundation of a new business model.
Under the leadership of the municipality of Fez, the project will set up a formalization model and an economic model based on the following four axes:
  • To form and legally register a waste sorting workers’ cooperative, to provide workers with stable employment, formal contracts and access to social protection.
  • Launch a source separation program, accompanied by awareness activities, to improve the volume and quality of recyclable materials integrated into the cooperative system.
  • Eliminate illegal dumping sites in the pilot area by integrating collection services carried out by cooperative members.
  • Establish the commercial basis for a self-sustaining recycling value chain, including through a private sector recycling center acting as a reference buyer, and explore carbon credit mechanisms that can generate additional income for cooperative members.
To support the implementation of the project, UNDP plans to acquire the required warehouse equipment and office equipment described in these Terms of Reference. The assignment includes the supply, transport, delivery, unloading, installation, assembly, configuration, commissioning and testing of the equipment, where applicable, together with technical warranties, user and maintenance documentation in Arabic and French, and practical training for designated operators.
