Description

Background and Procurement Requirement

UNDP Angola intends to establish a Long-Term Agreement (LTA) with a qualified company or consortium to design and implement an Innovation, Startup Development and Business Training Programme supporting the Agritech, Sustainable Tourism and Environment sectors. The programme will include ecosystem mapping, bootcamps, hackathons, incubation and acceleration services, technical assistance, monitoring and evaluation, communications, and partnership development activities across Angola. The assignment is expected to run for an initial period of twenty-four (24) months with the possibility of extension, subject to satisfactory performance and business needs. Based on the Terms of Reference, international companies may participate; however, a formal partnership with an Angolan entity is mandatory for eligibility.

Scope

The selected contractor shall:
  • Conduct innovation ecosystem mapping and intelligence activities.
  • Manage startup outreach and application processes.
  • Design and implement bootcamps and hackathons.
  • Deliver incubation and acceleration programmes.
  • Provide mentoring and technical assistance.
  • Support investment readiness and business development.
  • Conduct monitoring, evaluation and knowledge management.
  • Deliver communication and visibility activities.
  • Produce technical and financial reports throughout implementation.

Evaluation Methodology

Combined Scoring Method
  • Technical Proposal: 70%
  • Financial Proposal: 30%
Minimum technical threshold: 70% of technical score.

Award Recommendation
