Proposals must be submitted either through Quantum system or submission of documents on a flash memory/CDC/DVD in a sealed envelop via courier/mail to the address below:

Important Note 1: Proposal Submission

Submission through the Quantum system is strongly recommended for all bidders. Bidders experiencing difficulties accessing Quantum may submit their technical and financial proposals electronically on a USB flash drive, CD, or DVD enclosed in a sealed envelope. The proposals must be saved as separate folders, clearly labelled “Technical Proposal” and “Financial Proposal.” The sealed envelope must be delivered to the address indicated above by the specified submission deadline.

Important Note 2: Password Protection of the Financial Proposal

For submissions delivered in a sealed envelope, the financial proposal file must be password-protected. The password must remain confidential and must not be maintained by the bidder. It shall be provided to UNDP only upon request from the Procurement Team at the financial evaluation stage, provided that the bidder’s technical proposal has been evaluated and determined to be technically qualified.

Clarification:

 ·     Requests for clarification from proposers will not be accepted any later than 3 days before the submission deadline via Quantum messaging system or email at procurement.ir@undp.org.

       Responses to request for clarification will be communicated 2 days before the deadline.
