Description
UNDP is seeking a qualified evaluation firm to conduct the Mid-Term Evaluation of the Climate Promise: From Pledge to Impact programme — UNDP’s flagship global offer supporting over 100 countries to implement and raise the ambition of their Nationally Determined Contributions (NDCs) under the Paris Agreement. Covering the period January 2022 to December 2025, the evaluation will assess the programme’s design, performance, and results against its Global Results Framework, examine the relevance of its Theory of Change, and deliver practical, forward-looking recommendations to guide the programme through its extension. Conducted in line with OECD-DAC criteria and UNEG/UNDP evaluation standards, the assignment combines desk review, multi-regional stakeholder consultations, and field missions to selected countries, with gender equality, disability inclusion and the principle of leaving no one behind integrated throughout. The firm is expected to field an international team leader and a thematic evaluator with proven experience evaluating global, multi-donor climate change programmes. Full details of the scope, deliverables, timeline and qualification requirements are set out in the Terms of Reference and annexes attached to this RFP.
