Description
Dear Bidder, The International Labour Office (ILO) is seeking an individual to work as an External Collaborator. The international consultant will analyse the links between skills gaps and productivity in three priority agro-industrial value chains in Burundi: maize/rice, fruits and vegetables, and pig and poultry farming. The assignment supports the ILO’s efforts to strengthen skills development, competitiveness, and decent job creation, particularly for young people and women. The consultant will develop the research framework, productivity indicators, survey modules, and case study protocols, working remotely with the national firm responsible for field data collection. Based on the firm’s dataset and field notes, the consultant will assess productivity constraints, including skills gaps, management practices, work organisation, technology use, and structural barriers. The analysis will identify priority occupations and skills and provide practical recommendations for training and workplace learning. Deliverables will include a research report, a policy brief, four workshop briefing notes, and contributions to the STED/SPEED diagnostic and sectoral skills development strategy. The assignment will be conducted remotely over three to four months, requiring an estimated 30–35 working days, under ILO coordination and in collaboration with the national firm.
