Description
Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The International Labour Organization (ILO) seeks an experienced international evaluator to serve as an independent evaluation consultant for the midterm independent evaluation of the “Trade, Labour and FPRW in Southeast Asia” project (2024–2029). The project aims to enhance the integration and compliance with ILO fundamental Conventions in the Southeast Asian trade sectors, particularly those involved in free trade agreements. The evaluation aims to assess the progress to date, the continued validity of the design and strategy, to identify any opportunities and constraints, lessons learnt and to provide actionable recommendations for any possible adjustment for the remaining period of the project. In addition, the midterm evaluation will consider relevant ILO cross-cutting issues, including norms and social dialogue, gender equality, disability inclusion and other non-discrimination concerns, as appropriate to the project’s scope, Results Framework and stage of implementation. The independent evaluation consultant will be responsible for the overall design and implementation of the evaluation, including methodology development, data analysis, and preparation of all deliverables. The assignment will involve a mixed-methods approach, including desk review, key informant interviews, etc. The independent evaluation consultant will have to ensure the quality and timely delivery of all outputs, including the inception report, draft and final evaluation reports, and dissemination materials, in line with ILO evaluation standards. If you are interested, please express interest and follow the instructions attached to consult the detailed terms of reference and other relevant information in the ILO e-sourcing platform. Please submit your proposal before the specified deadline. Thank you.
