Description
The United Nations Office on Drugs and Crime, through its Regional Office for the Andean Region and Southern Cone (ROCOL), invites qualified vendors to express their interest in participating in a competitive solicitation process for the supply and delivery of one (1) Cabin Support Vessel in support of UNODC activities in Uruguay. The intended beneficiary of this procurement is the Uruguay Coast Guard (End User). The scope of supply comprises the hull, propulsion system, onboard electronics, signage, accessories, dedicated road transport trailer, documentation, testing, inspection and acceptance, commissioning, training, and warranty. The requirement comprises the supply and delivery of a cabin support vessel with a rigid, lightweight configuration suitable for high-speed operations, intended to support the maritime activities of the Uruguay Coast Guard. The vessel shall be suitable for institutional operations such as maritime patrol and surveillance, support to interdiction operations, search and rescue, monitoring of protected marine areas, operations in sheltered port areas, and transportation of Coast Guard personnel. Its overall configuration shall enable safe and reliable operation in the intended environments, taking into consideration the conditions associated with maritime law enforcement activities. The technical specifications and features outlined below are preliminary and indicative, provided solely to give prospective bidders an understanding of the intended requirement. The final technical specifications, configuration, and performance requirements will be further developed and confirmed during the subsequent procurement process. Dimensions and Construction: Enclosed-cabin support vessel with an overall length (LOA) of 8.00 m to 10.00 m, a maximum beam of 2.90 m to 3.20 m, and a minimum internal usable beam of 2.30 m. Hull and superstructure constructed from virgin marine-grade high-density polyethylene (HDPE, PE 100), UV-stabilized, or an equivalent thermoplastic material. Capacity and Configuration: Light displacement (LDT) of 3,500 kg to 4,000 kg, minimum payload capacity of 1,500 kg, and maximum full-load displacement of 5,000 kg to 6,000 kg. Cabin with factory-installed air conditioning, capacity for a crew of 4 to 6 persons and a maximum of 10 persons on board (including crew), subject to the vessel’s approved capacity, and maximum draft without engines of 0.60 m. Propulsion and Performance: Two four-stroke gasoline outboard engines with electronic fuel injection and counter-rotating propellers, rated at a minimum of 300 HP each, with total installed power of 600 HP to 700 HP and electronic throttle and shift (DTS) control, or equivalent. Minimum interception speed of 40 knots and cruising speed of 22 knots at 50% payload capacity; minimum range of 180 nautical miles at cruising speed with a 20% fuel reserve, and minimum fuel capacity of 600 liters. Equipment and Operating Conditions: Navigation and communication systems including marine radar, multifunction displays, GNSS, AIS, and VHF radio with DSC, or equivalent equipment. The vessel shall be suitable for riverine, coastal, and sheltered maritime operations, with resistance to heat, humidity, corrosion, and UV exposure, in accordance with applicable international standards or equivalent standards. Training Requirements: The Contractor shall provide technical training to two (2) UNODC specialists on the safe operation, maintenance, and use of the vessel’s main systems, as well as basic HDPE hull repair procedures. The training shall consist of five (5) sessions of at least eight (8) hours each and shall be completed before the technical handover of the vessel to the Uruguay Coast Guard (Prefectura Nacional Naval de Uruguay). The Contractor shall provide the instructors, training materials, necessary resources, and completion certificates. The envisaged requirement is for a complete and fully operational solution, including the vessel and its main propulsion, navigation, communication, and safety systems, together with the accessories and other components required for its operation. It shall also include an appropriate means of road transportation, the corresponding technical documentation and operating manuals, and the associated services required for delivery and operational readiness, including testing, inspection, commissioning, training, and warranty. The proposed solution is expected to comply with applicable international standards and regulations relevant to this type of vessel and its intended use. This Expression of Interest (EOI) is addressed to vendors with proven experience in the design and construction of HDPE vessels, or equivalent craft manufactured from thermoplastic materials, intended for governmental entities or law enforcement authorities, and with the capacity to provide the required goods and associated services. Please note that this document does not constitute an invitation to submit an offer. The purpose of this Request for Expression of Interest (REOI) is to identify companies that may be interested in participating in a future competitive solicitation administered by UNODC in support of this requirement. Submission of an expression of interest does not guarantee the award of contract nor does it exempt companies from complying with the requirements set out in the solicitation documents, when published. The solicitation documents will include complete instructions for the preparation and submission of offers, the Statement of Requirements (SOR), and all technical and other documentation required to demonstrate compliance with the technical characteristics and requirements applicable to the scope of this requirement. Companies interested in participating in the competitive solicitation process in response to this requirement should carefully read the EOI Instructions (Page 5 of this document) and submit the following information/documents: - A document (company profile/brochure/presentation) of no more than five (5) pages, providing an overview of the company, the type of goods and/or services offered, and details of selected projects previously implemented that are relevant to the scope of the present requirement. - The company's United Nations Global Marketplace (UNGM) registration number, if already registered as a United Nations vendor. Companies that are not yet registered may still respond to this EOI; however, they are strongly encouraged to initiate the registration process through the United Nations Global Marketplace (UNGM), identifying the “UN Secretariat” as a selected UN organization and completing Basic Level registration, in order to be eligible for consideration for inclusion in the list of vendors invited to participate in the subsequent solicitation. The assessment of companies' capabilities and suitability to undertake the required supply will take place following the submission of technical and financial offers in response to the solicitation. During the solicitation process, participating companies may be required to demonstrate compliance with, inter alia, the following requirements: a. Valid Certificate of Incorporation, Business Registration Certificate, or equivalent official document issued by the competent authority in the country where the company is legally established, demonstrating its legal status and capacity to conduct business; b. Valid business license, commercial registration, tax registration, or equivalent official document, as applicable under the laws and regulations of the country where the company is legally established; and c. Submission of a technical offer demonstrating compliance with the required specifications and requirements. The United Nations Office on Drugs and Crime for the Andean Region and Southern Cone (UNODC) reserves the right to modify or cancel the requirement at any time during the EOI and/or subsequent solicitation process. Accordingly, submission of a response to this Request for Expression of Interest (REOI) does not automatically guarantee that a company will receive an invitation to participate in the subsequent solicitation. The formal solicitation and any resulting contract, if awarded, will be issued in accordance with the applicable United Nations rules and regulations. Specific Requirements/Information N/A
