Description
 Construction Supervision of Integrated Waste Management Facilities in Balangoda Sri Lanka in Sri Lanka.

Sri Lanka continues to face significant challenges in municipal solid waste management (MSWM), including inadequate waste collection systems, limited treatment infrastructure, and unsustainable disposal practices that contribute to environmental pollution, public health risks, and greenhouse gas (GHG) emissions. To address these challenges, UNDP Sri Lanka is implementing the "Scale-up and Sustain the Low-Carbon Municipal Solid Waste Management and Resource Recovery in Sri Lanka (KEITI Project)" in partnership with the Ministry of Public Administration, Provincial Councils and Local Government (MoPAPCLG). The project aims to strengthen integrated, low-carbon, and sustainable municipal solid waste management systems in selected Local Authorities (LAs) across the Central and Sabaragamuwa Provinces.

Under the project, Balangoda Urban Council has been selected as pilot Local Authorities for the establishment of integrated waste management facilities. Comprehensive feasibility studies have been completed for the location, assessing the technical, financial, institutional, environmental, and social aspects of the proposed interventions, and identifying the preferred waste management solutions. The project has completed engineering designs including the technical basis, facility requirements, and specifications for the proposed investments. Following completion and approval of these engineering outputs, UNDP intends to procure one or more contractors and/or separate contract packages for construction, supply, installation and related implementation of works.

UNDP Sri Lanka intends to engage a qualified multidisciplinary engineering consultancy firm who will act as the Engineering Consultant firm. The Firm shall act as the Engineer on behalf of UNDP and shall manage and oversee the engineering supervision of the assignment, while maintaining a clear separation from the contractors’ responsibilities. The services shall include construction supervision, quality assurance and quality control, progress monitoring, technical review of contractor(s) submissions, verification of physical progress and completed quantities, review and recommendation of contractor payment applications, contract administration, health and safety and environmental and social compliance monitoring, commissioning and performance verification, review and recommendation of interim and final payment applications, facility handover, and initial operational monitoring.

  Objective;

The overall objective of this assignment is to engage a qualified multidisciplinary engineering consultancy firm who will act as the Engineering Consultant firm. Throughout the assignment, the Firm shall work closely with UNDP Sri Lanka, the Ministry of Public Administration, Provincial Councils and Local Government (MoPAPCLG),  Balangoda Urban Council, and other relevant stakeholders to ensure the timely delivery of high-quality engineering services. The Firm should ensure that all activities comply with applicable national regulations, internationally accepted engineering standards and best practices, UNDP environmental and social safeguards, occupational health and safety requirements, and the projects objectives for sustainable, low-carbon municipal solid waste management. The Firm will not be responsible for preparing the original detailed engineering design or conducting the procurement of contractors, and their sole responsibility will be limited to tasks outlined in the TOR.

 Please refer to the TOR for details.
