RFP for Chuini Fishing Port Project Preparation Services
Assignment Scope
The assignment is limited exclusively to the Chuini Fishing Port in Zanzibar. The Shumba Mjini site in Pemba is not included in the scope; therefore, bidders shall not include any Pemba-related assessments, analyses, site visits, modelling activities, or budget provisions in their proposals.
The selected consultant shall undertake comprehensive project preparation services for the Chuini Fishing Port, including environmental and social assessments, climate risk and resilience integration, economic, financial and fiscal analyses, and commercial and financial structuring. The analyses shall support decision-making for the proposed core port infrastructure, which is expected to be financed through a sovereign concessional loan to the United Republic of Tanzania and the Revolutionary Government of Zanzibar.
The assignment shall also assess and structure opportunities for private sector participation in selected commercial components of the project, including cold storage facilities, temperature-controlled supply chain infrastructure, ice production facilities, fish auction and market facilities, and ancillary commercial and tourism-related developments.
References to potential financing from AIIB and other development partners are indicative only and do not constitute any financing commitment. Any future financing will remain subject to the respective financiers due diligence, appraisal, and approval processes.
