RfP to develop the Viet Nam Smart Emissions Inventory system for air pollutants
UNDP Viet Nam is looking for 01 qualified consultancy firm/institute/organization to pollutants.
Air pollution has been recognized by the UN General Assembly, the World Health Assembly, and the UN Environment Assembly as the most significant environmental risk to human health and one of the main avoidable causes of death and disease globally[1]. Exposure to air pollution is linked to cardiovascular, respiratory, and other health issues including heart disease, stroke, lung cancer, dementia and miscarriages among others[2], disproportionately impacting women, children and older persons. WHO has classified outdoor air pollution as a human carcinogen since 2013[3]. Air pollution causes environmental damage, exacerbates climate change impacts, and induces significant economic costs worldwide[1] UN General Assembly resolution A/RES/74/212, World Health Assembly (WHA) resolution WHA68.8 (2015), and United Nations Environment Assembly (UNEA) resolutions 1/7 (2014), 3/8 (2017) and UNEP/EA6/Res.10 (2024).

- Develop the design for the overall technical and institutional architecture of the VNSEI, including data governance arrangements, institutional responsibilities, data flow mechanisms, interoperability principles, and a roadmap for future digitalization.
- Support the design, testing, and validation of standardized provincial-level emission inventory methodologies and operational procedures in selected pilot provinces, ensuring consistency in data collection, emission estimation, reporting, and quality control.
- Develop proposed mechanisms for national-level aggregation, verification, quality assurance, and analysis of emission inventory data to produce consistent, comparable, and reliable national emission datasets.
- Strengthen the technical capacity of national and provincial institutions through the development of technical guidelines, analytical tools, training materials, and capacity development and knowledge transfer activities to facilitate long-term implementation and institutionalization of the VNSEI.
