Description
Design and Piloting of a Monitoring, Reporting and Verification (MRV) System for  Municipal Solid Waste Management in Gampola Urban Council and Balangoda Urban Council  in Sri Lanka.

The United Nations Development Programme (UNDP) is implementing the project titled “Scale-up and Sustain the Low Carbon Municipal Solid Waste Management and Resource Recovery in Sri Lanka”. The project aims to strengthen policy, regulatory, institutional and financing frameworks; demonstrate comprehensive municipal solid waste management solutions; and establish systems for monitoring project performance and greenhouse-gas (GHG) emission reductions.
The project will establish comprehensive municipal solid waste management demonstrations in Gampola Urban Council and Balangoda Urban Council. The proposed systems include source segregation, waste collection and transportation, sorting and material recovery, recycling, biological treatment, treatment of non-recyclable material and environmentally sound disposal.

As a project-level early action, the MRV approach will be developed based on the requirements, existing data and institutional arrangements identified through consultations with UNDP and relevant stakeholders. The assignment will also assess how project-level MRV information could potentially contribute to future national Greenhouse Gas (GHG) and Nationally Determined Contribution (NDC)-related climate action reporting, recognizing that a comprehensive and standardized national Municipal Solid Waste (MSW) MRV system may not yet be established. The project therefore requires a practical, transparent and verifiable MRV system that is appropriate to the scale and needs of the selected pilot interventions and capture relevant operational performance of waste management facilities

  Objective;

The overall objective of the assignment is to develop and demonstrate a practical project-level Monitoring, Reporting and Verification (MRV) system for municipal solid waste management at two selected pilot locations (Balangoda, Rathnapura district and Gampola, Kandy district).

The assignment will include a practical digital component to demonstrate remote and automated MRV data collection and reporting, and explore potential linkages with national GHG/NDC reporting and future climate/green finance opportunities..
