Call for External Collaborator – National Consultant – Assessment of the role of organizations with established links to refugee communities in supporting the inclusive roll-out of the Universal Health Insurance System (UHIS) in five governorates of Egypt

Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The ILO seeks a national consultant to assess the role that organizations with established links to refugees could play in supporting the inclusion of refugees and asylum seekers into Egypt’s Universal Health Insurance System (UHIS). This assessment will serve as a preparatory exercise to better understand in which capacity those organisations could support some key functions of social protection coverage extension. The consultant will map relevant refugee-facing organizations in selected governorates (Port Said, Ismailia, Aswan, Damietta and Alexandria), assess their capacities and willingness to support UHIS implementation, and identify opportunities, risks, and implementation considerations for their engagement in UHIS roll-out. Responsibilities include desk review, refinement of assessment tools, stakeholder interviews, field visits, preparation and presentation of a final report. The consultancy is expected to start beginning of November 2026 over a period of 3 months.
