Development of a Rabies Communication and Community Engagement Package
The World Health Organization (WHO) Philippines is seeking a qualified institutional contractor to provide end-to-end creative, technical, and production services for the development of a comprehensive rabies communication package, including a rabies awareness video and complementary information, education, and communication (IEC) and digital communication materials on rabies prevention and control.
The communication package will support efforts to increase public awareness of rabies, promote responsible pet ownership, encourage timely health-seeking behaviour following animal bites or scratches, and reinforce key messages on rabies prevention, including vaccination of animals and prompt post-exposure prophylaxis (PEP). The materials are intended for use across multiple communication platforms and community engagement activities.
The development of the communication package shall be guided by an audience- and behaviour-centred approach aligned with the WHO Communication for Health (C4H) framework. The communication strategy and creative outputs shall be informed by an analysis of relevant audience insights, including key barriers, motivators, knowledge gaps, misconceptions, information needs, and other behavioural considerations that may influence rabies prevention practices and timely health-seeking behaviour. Based on the findings of the audience and behavioural insights analysis and in alignment with the WHO C4H framework, the Contractor shall recommend an appropriate mix of communication products and formats to effectively address identified audience needs and behavioural considerations. The core communication products shall include the rabies awareness video and accompanying IEC materials, with additional communication assets developed as appropriate and agreed with WHO Philippines.
The Contractor shall be responsible for the complete production process—from inception and audience and behavioural insights analysis, communication and messaging development, creative strategy, scriptwriting, storyboarding, graphic design, audiovisual production, production of communication materials, post-production, audience assessment, printing coordination and production, and final delivery of publication-ready and digital-ready materials. All outputs shall be developed in close consultation with WHO Philippines and relevant technical counterparts and shall adhere to WHO branding and communication standards.
