Description

[SCOPE OF TENDER......]

The selected firm will undertake the following tasks:

1. Inception, Co-Design, Market Failure Analysis and Requirements

·       Establish and convene a Design Reference Group comprising UNDP, at least one commercial lender, a development finance institution, a guarantee facility representative, at least one wholesaler, business (spaza) owner representatives and the relevant technical partner. The Group validates requirements at inception and tests the prototype.

·       Conduct consultations with retailers, retail associations, wholesalers, financial service providers and technology providers to establish the following:

o   Existing fintech, merchant, payment, data, analytics and lending capabilities.

o   Determine why existing data is not translating into greater lending.

o   Assess existing merchant operating systems.

o   Assess existing data-sharing capabilities.

o   Recommend what should be integrated, procured, adapted or built.

·       Undertake a Market Failure and Ecosystem Gap Analysis to:

o   Identify why existing enterprise data and fintech capability are not translating into materially greater lending and investment.

o   Determine information, trust, governance, coordination, commercial, behavioural, regulatory and technical barriers limiting capital flows.

Assess whether the primary constraints are technological, institutional, commercial, governance-related or market-structural.

·       Recommend which capabilities should be integrated, procured, adapted or newly developed.

·       Recommend which functions are best provided by ecosystem partners and which require public-interest stewardship.

·       Recommend which opportunities to leverage existing market solutions in accordance with the principle of integration before build.

2. Business owner transaction and smart point-of-sale

·       Design or integrate a business-facing transaction and business-management layer capable of generating continuous enterprise data through everyday trading activity into new or existing hardware and/or software.

·       Specify minimum device and connectivity requirements for field deployment, including Android compatibility, offline storage and synchronisation, encryption, user authentication, mobile device management, data usage and battery requirements, together with remote provisioning, device-loss controls and auditable synchronisation of field records.

·       Propose costing of devices and software for use by businesses owners based on the following cohort scenarios; 200, 500, 1000 businesses.

3. Data architecture for Users and the Business Passport

•      Deploy a secure cloud data platform for structured and unstructured enterprise data.

•      Build the Business Passport: a standardised, machine-readable, consent-governed enterprise record that is portable and owned by the enterprise.

•      Establish data standards, metadata frameworks, validation rules and quality assurance mechanisms, including an explicit data-confidence measure that reflects the depth and reliability of each record.

•      Develop a repayment-capacity methodology derived from cash-flow consistency, stock velocity, seasonality, supplier history, volatility and trading depth. This is underwriting evidence, not a bureau score, and must be described as such.

•      Build a capital-needs diagnostic estimating what the enterprise requires and can absorb.

•      Build the instrument-matching logic with reasoning exposed to the user.

•      Build a finance-readiness assessment and an accompanying improvement pathway for enterprises not yet eligible.

•      Specify minimum time-series depth requirements. A single profile capture is not investability; the platform must be designed so that confidence accumulates with trading history.

•      Develop secure APIs enabling data exchange with third parties and future ecosystem participants, including the ability for financiers to apply their own underwriting models to consented data.

4. User Experience and Interface Design

·       Develop a user experience (UX) and user interface (UI) framework that produces the relevant financial analysis needed by each user based on the guiding questions outline in Users section above.

·       Produce wireframes, prototypes and interface designs for validation by the Design Reference Group.

·       Design responsive interfaces accessible via desktop, tablet and mobile devices.

·       Ensure dashboards are intuitive, low-complexity and suitable for both technical and non-technical users.

·       Conduct usability testing with representative users from each stakeholder group and incorporate feedback into final designs.

5.      Governance, Privacy and Security

·       Develop a comprehensive data governance framework covering ownership, stewardship, quality, access, retention, sharing and lifecycle management of all platform data.

·       Define governance roles and responsibilities for UNDP, CSIR, participating financiers, wholesalers, retailers and other ecosystem participants.

·       Develop mechanisms enabling enterprises to grant, review, modify and revoke consent for data sharing.

·       Design and implement role-based access controls for all user groups.

·       Define user roles, permissions and segregation-of-duty requirements.

·       Implement secure user registration, authentication and account-recovery processes.

·       Develop a cybersecurity architecture for all platform components, mobile applications, APIs, cloud services and user interfaces.

·       Define security requirements for production, development and testing environments.

·       Develop a cybersecurity architecture for all platform components, mobile applications, APIs, cloud services and user interfaces.
