Description
The United Nations Office at Nairobi (UNON), on behalf of the United Nations Human Settlements Programme (UN-Habitat) Regional Office for Africa (ROAF), invites qualified, experienced, and reputable consultancy firms with demonstrated experience to submit Expressions of Interest (EOI) for participation in the upcoming Request for Proposal (RFP) for the Pre-Feasibility Study on the Recycling of Waste Tires and Plastics for Motorized and Non-Motorized Road Construction in Lagos State, Nigeria. Project Background: The AFDB, through the Infrastructure and Urban Development Department (PICU), Transport and Logistics Division (PICU.1), is implementing initiatives under the Sustainable Road Maintenance Program for Africa (SRMPA) to promote sustainable, resilient and safer roads through innovative Infrastructure Technology (InfraTech) and circular economy solutions. The Lagos State Waste Management Authority (LAWMA) is responsible for solid waste management in Lagos State. The increasing generation of waste plastics and end-of-life tires, however, continues to create significant environmental and public health challenges, including drainage blockage, flooding, marine pollution and unsafe disposal practices. At the same time, Lagos State faces increasing demand for durable, cost-effective and climate-resilient road infrastructure. International experience has demonstrated the potential for the use of recycled waste tires and plastics in road construction, including rubberized asphalt, crumb rubber modified bitumen, plastic-modified asphalt and other recycled-material applications. The proposed initiative seeks to explore the technical, economic, environmental and institutional feasibility of integrating waste-derived materials into both motorized and non-motorized road construction in Lagos State. In particular, the study will assess the realistically collectable volume and quality of waste plastics and end-of-life tires, available processing technologies, potential road applications and demand, supply-chain requirements, applicable standards, environmental considerations and viable implementation models. The objective of this consultancy is therefore to undertake a comprehensive Pre-Feasibility Study and develop an actionable framework for the sustainable and scalable use of recycled waste tires and plastics in road construction in Lagos State. The objective of this consultancy is to conduct a comprehensive pre-feasibility study on incorporating recycled end-of-life tires and municipal solid waste (MSW) plastics into motorized and non-motorized road construction in Lagos State, Nigeria. The assignment involves evaluating the realistically collectable volume and technical suitability of waste materials; reviewing proven recycling and advanced chemical modification technologies (particularly PET melting point reduction and crumb rubber); developing an efficient, inclusive, and sustainable waste collection and supply chain network concept; assessing the demand for application of the waste incorporated asphalt in the existing and planned road infrastructure; assessing national standards, environmental risks (including 6PPD-q and other contaminants), and regulatory frameworks; and evaluating viable implementation modalities including Government-led, Public-Private Partnership (PPP), and Hybrid/Blended Finance models. The consultant will deliver a consolidated, actionable implementation framework and a pilot-to-scale-up investment roadmap to foster a sustainable circular economy solution for Lagos Road infrastructure. The specific objectives of this consultancy is to: 1. Assess the existing and projected generation, collection, transfer, processing and availability of waste plastics and end-of-life tires; 2. Assess the existing and planned/projected demand for pavement materials to improve existing and build new road infrastructure by a quantifiable KPI (e.g. tonne/km-year of motorized and non-motorized roads) 3. Assess the existing and planned/projected asphalt manufacturing processes and capacities 4. Assess the technical suitability and realistically collectable volume of waste-derived materials for road construction and other competing recycling/upcycling options; 5. Review and evaluate proven technologies for the processing and use of waste plastics and tires in road construction; 6. Assess the technical, economic, environmental and operational feasibility of selected applications; 7. Develop a concept for an efficient, inclusive and sustainable waste collection, processing and supply-chain system; 8. Review applicable standards, regulations and institutional arrangements and identify required amendments or enabling measures; 9. Assess alternative implementation modalities, including government-led, PPP and hybrid/blended-finance models; 10. Identify potential pilot areas and develop an actionable roadmap for implementation and scale-up. Specific Requirements/Information IMPORTANT: Vendors must register their interest to this EOI electronically online, through UNGM. Submission via email will not be accepted. Vendors expressing interest must be registered with the United Nations Global Marketplace (UNGM) at minimum of Basic Registration Level. Vendors not registered in UNGM will not be eligible to paricipate in the Request for Proposal at a later stage. Vendors possessing the following attributes are strongly encouraged to participate: (a) Inclusive of persons with disabilities, (b) A demonstrated commitment to achieving gender equality, (c) Woman-owned business status, (d) Originating from developing countries, countries with economies in transition, or least developed countries. An Expression of Interest does not guarantee paricipation in the request for proposal as only suitably qualified vendors will be invited to pariticpate. The purpose of this REOI is to identify suitable firms who may be invited for the Request for Proposal after the REOI is closed. In addition to CTCN registration, all applicants should also be registered (free of charge) at United Nations Global Marketplace (www.ungm.org). IMPORTANT: Please note that this REOI is not an invitation for submission of tenders. Its purpose is to identify companies that would be interested and eligible to participate in the solicitation when issued. UNON will examine the outcome of this request for EOI and will consider those companies that have expressed their interest . UNON reserves the right to change or cancel the requirement at any time during the EOI and/or solicitation process. Thus, submitting a reply to this Request for EOI does not automatically guarantee your company will be considered for receipt of the solicitation when issued.
