Description
Dear Bidder,
The International Labour Office (ILO) is seeking a national or international individual to undertake work as an External Collaborator to support efforts to strengthen social insurance coverage for own-account workers in Jordan. The same assignment is also open to qualified firms under a separate Terms of Reference. Individual consultants and firms should submit their proposals against the respective Terms of Reference applicable to them.
Below is a summary of the work to be performed:
The assignment will build on the joint ILO–World Bank–Social Security Corporation (SSC) study on social insurance coverage of own-account workers in Jordan, with a particular focus on developing and assessing options for more flexible contribution arrangements that better reflect the volatile, seasonal and intermittent earnings of many own-account workers.
The consultant will assess existing contribution arrangements and develop options for greater flexibility in the timing and payment of contributions, contribution bases and income declaration, and the treatment of contribution gaps, arrears and interrupted contributions. The assignment will also examine the implications of greater contribution flexibility for benefit entitlements and qualifying conditions, as well as the administrative and digital requirements for implementing different options, including through the SSC Wallet. Relevant international experience and good practices will inform the analysis.
Based on this work, the consultant will develop a consolidated assessment of feasible options and practical, prioritised recommendations for SSC, including proposed sequencing and identification of any administrative, regulatory, legislative or further actuarial work required.
If you are interested, please express interest and follow the instructions on the ILO e-sourcing platform.
Please submit your proposal before the specified deadline.
Thank you.
