New clarification added: Dear Bidder,Our response is as follows:Question-1: With reference to the requirement under Section II 13.2: Obtain and submit a valid DGDA-issued No Objection Certificate (NOC) for importation. As the foreign bidder and supplier, we are supposed to apply to DGDA in advance for the NOC to facilitate customs clearance of the goods. However, upon our verification, the NOC cannot be applied for directly by the foreign exporter. Instead, after we provide the complete set of supporting documents, the application must be submitted by the actual consignee, a locally registered Bangladeshi company or local authorized agent. Please kindly confirm whether this arrangement is acceptable?Answer-1: Yes, the NOC from DGDA can be obtained through either of two channels: the consignee or a local agent. We understand that the process involves significant administrative procedures and that the consignee/Government is unwilling to take on this additional burden. Therefore, we recommend involving your local agent to facilitate the process and coordinate the necessary arrangements.Question-2: Regarding the delivery method specified as air freight, we would like to draw your attention that the estimated total volume and gross weight of the ordered goods are about 12 CBM and 7,000 kg respectively. Air freight cost will be extremely high for this shipment. Please confirm if DAP term with sea freight plus subsequent inland trucking to the destination in Dhaka is acceptable ? as this option offers better cost-effectiveness. (Note: In condition of sea freight, total transportation time is estimated to be 20 days, then total delivery time will be around 45 days.)Answer-2: We understand that air freight would be expensive. However, considering the project closure timeline, we cannot extend the delivery period by an additional 45 days. Therefore, we recommend air freight to meet the required delivery timeline.Question-3: Regarding"the color-changing chemical process indicator suitable for steam sterilization and conforming to requirements of ISO 11140-1:2014", please kindly confirm if the equivalent Test Report for color-changing chemical process indicator, issued by SGS is acceptable?Answer-3: We accept certificates issued by SGS or any other reputable certification body, provided that the certification is issued in accordance with ISO 11140-1:2014Best regards, Procurement Team
