New clarification added: The tender documents state that the selected supplier, at its own responsibility and expense, must ensure that the goods meet DGDA, Bangladesh requirements by either submitting a valid DGDA registration certificate or obtaining a valid DGDA-issued No Objection Certificate (NOC) for importation.Given that obtaining regulatory approvals and NOCs from local ministries typically requires local sponsorship, institutional endorsement, or formal engagement by the buyer/procuring entity:Will UNOPS provide formal institutional assistance, supporting letters, or guidance to facilitate the supplier in obtaining the required DGDA-issued No Objection Certificate (NOC)?Alternatively, can UNOPS clarify if there are existing framework arrangements or expediting channels through the Ministry of Health / DGDA that the supplier can leverage during the import process?Response: Dear Colleagues, Thanks for the clarification requestPlease see the response below- Will UNOPS provide formal institutional assistance, supporting letters, or guidance to facilitate the supplier in obtaining the required DGDA-issued No Objection Certificate (NOC)?The DGDA Registration/NOC requirement depends on the nature and classification of the goods. Any necessary administrative communication and coordination with the DGDA shall be the responsibility of the supplier. Unfortunately, UNOPS is unable to provide technical assistance in this regard. We recommend contacting your local agent, who should be able to provide the necessary guidance and support.2. Alternatively, can UNOPS clarify if there are existing framework arrangements or expediting channels through the Ministry of Health / DGDA that the supplier can leverage during the import process?Unfortunately not. Its mandatory for customs clearance

New clarification added: Our Observation / Concern:Dimensions and Weight: An Ultra-Low Temperature (ULT) Deep Freezer with a net capacity of 500 to 700 liters (Upright type with cascade refrigeration systems and dual compressors) is a heavy, bulky commercial/medical laboratory appliance. Shipping equipment of this size and weight via air freight is exceptionally costly, logistically challenging, and uncommon compared to standard sea freight.Dangerous Goods & Regulatory Compliance (IATA): These units contain specialized chemical refrigerants and a built-in rechargeable battery backup system (48 to 72 hours for alarms/display). Under IATA Dangerous Goods Regulations (DGR), shipping such equipment via air involves strict hazardous material classifications, special packaging, declarations, and potential airline restrictions or heavy surcharges.Clarification Requested:Could UNOPS kindly confirm whether Air Freight is strictly mandatory for this shipment, or if Sea Freight (or an alternative multi-modal transport mode) is acceptable given the bulky nature and hazardous/restricted components (refrigerants and batteries) of the ULT freezers?Dear Colleagues,Thank you for the clarification request. We understand the challenges associated with shipping the goods, considering their nature. The goods may be shipped in multiple consignments by air freight and/or sea freight. Please refer to the solicitation documents for further details and requirements.
