The ExCEL Programme

ExCEL is a face-to-face, two-week executive course intended specifically for senior policy makers. The Programme provides a unique set of skills, knowledge, and expertise to lead evaluative thinking, to inspire others to become evaluation champions, and to use evaluation for learning and improvement. ExCEL aims to generate a cadre of today's leaders to guide evaluations that make a difference on the ground.

ExCEL is designed for thought-leaders and decision-makers who wish to improve programmes and policies in their countries and contribute to building a culture of evaluative thinking around the achievement of results for children.

ExCEL is organized around Country Delegations, typically comprising of two government officials and one UNICEF evaluation manager from the respective Country Office. Country Delegations are largely drawn from Ministries with which UNICEF has recently conducted an evaluation and/or are working on a strategic evaluation, as well as from Ministries of Planning, Finance, Economy, and

the Prime Minister's Office in charge of monitoring and/or evaluation of public policies and programmes. Each workshop can accommodate up to 45 participants, with about two thirds from government and other national actors and the remainder from UNICEF offices.
