Description of the Assignment:  

The consultant will review existing literature and policies, consult key stakeholders, and assess the informal sector in the Solomon Islands. The work will identify key challenges, opportunities, and institutional gaps affecting the transition to formality, with attention to gender equality, youth, disability inclusion, and rural enterprises. Based on the findings, the consultant will develop an evidence-based National Formalization Policy, including strategic objectives, implementation arrangements, resource requirements, and a monitoring, evaluation, and learning framework aligned with national priorities, the SDGs, and ILO Recommendation No. 204.

Period of assignment/services (if applicable): 20 days over a period of 3 months
