Description
UNDP in Viet Nam is looking for a qualified national research institution/ national non-government organization/ research and consulting firm to conduct research to develop a proposal of a Leadership Competency Framework for the digital era to help inform the content of training and retraining for central- and provincial-level leading and managerial officials amid administrative streamlining and international integration.

Duty Station: Hanoi-based with field work in two provinces: Nghe An and Can Tho

Duration: November 2026 - April 2027

The overall objective:

- To develop an empirical research paper with primary research data that informs the development of a Leadership Competency Framework for the Digital Era (as a dedicated component on digital competency within the overall leadership and management competency framework) in response to the requirements of administrative streamlining and international integration,

- To provide an evidence base for identifying priority content to be added and/or updated in the training and retraining curricula for leading and managerial officials at the HCMA.
