New clarification added: Q14: With the reference to the Form F, “Past Performance Form”, please confirm whether references for medical/laboratory equipment other than CSSD are acceptable, the date from which the three-year periods are measured, and whether “executed” requires completed delivery and services. Please specify the minimum evidence for each reference and whether subcontracted local-service contracts qualify.A14: References for medical or laboratory equipment other than CSSD equipment are acceptable for demonstrating the required Uzbekistan operating experience, provided they demonstrate relevant experience in the supply of such equipment and provision of the associated in-country services. The Bidder or its nominated local partner must demonstrate at least three (3) years of operational experience in Uzbekistan and at least three (3) successfully executed relevant contracts within the three (3) years preceding the bid opening date. Both periods shall be assessed by reference to the bid opening date. “Successfully executed” means that delivery and the associated services covered by the reference, such as installation, commissioning and end-user training, where applicable, have been satisfactorily completed. A signed contract alone is insufficient. An ongoing warranty period does not prevent a reference from qualifying where delivery and the associated services have been completed. The Bidder shall complete the relevant fields in Form F and provide a valid registration certificate for the entity whose Uzbekistan operating experience is relied upon. For each reference, supporting documentation shall include a contract, purchase order or subcontract identifying that entity, the purchaser, contract number and date, scope and value, together with evidence of satisfactory completion, such as delivery and acceptance records, service completion certificates or equivalent confirmation from the purchaser or main contractor, and contact details for verification. Experience gained by the Bidder or its nominated local partner as a subcontractor may qualify, provided the reference concerns relevant medical/laboratory equipment services performed in Uzbekistan and the evidence identifies the scope actually performed and its satisfactory completion. The experience of an unrelated subcontractor cannot be attributed to the Bidder or nominated local partner. The entity proposed to provide the in-country services must also demonstrate the technical and commercial capacity required under Form F for the services applicable to this tender.

New clarification added: Q13: With the reference to Form I, “Financial Capability”, please confirm which financial documents are acceptable to substantiate turnover, including whether income statements and audited or accountant-certified accounts are required. For a JV, is the threshold assessed on combined turnover or separately for each member? Please specify any member-specific minimum and the exchange rate/date to use for accounts in a different currency. A13: Please submit the balance sheets or financial statements for the years 2021, 2022, 2023, 2024 and 2025, together with the completed Form I – Financial Capability Form, as required by the solicitation documents. If available, please submit audited financial statements. If not available, please submit unaudited financial statements accompanied by an explanation from the bidder as to the reason why audited financial statements are not available. In accordance with Section 6.5.3.4 of the UNOPS Procurement Manual, Revision 7, qualification criteria such as annual sales turnover normally apply to all JV partners combined. However, Form I for this procurement specifically instructs each JV partner to complete a separate form and provide the relevant financial information.Where annual sales turnover is reported in a currency other than USD, the weighted average UNORE exchange rate applicable to each respective reporting/financial year shall be used to convert the turnover into USD.

New clarification added: Q12: With the reference to Form D - please confirm whether all five main equipment items must be supplied under one brand, or whether the requirement applies only within each equipment set and its associated components/accessories. If different specialist manufacturers are acceptable across line items, please specify the required evidence of compatibility and software/interface integration.A12: Please note the following technical requirements regarding the equipment specifications:Manufacturer Consistency - Within each equipment item, the main unit and all associated components, accessories, and software listed in Form D must be from the same manufacturer. However, different manufacturers may be offered across the five distinct items;Interface & Compatibility - Where items are intended to interface (such as cycle data transfer to the HIMS), the bidder must provide the manufacturer’s integration/interface documentation (HL7 or equivalent) alongside a compatibility statement.

New clarification added: Q11: With the reference to Form D and Section_IV_Contract_forms please clarify what registration documents required before arrival. Please confirm whether that application-plus-authority-letter route is acceptable for the offered devices. If so, specify the acceptable letter, issuing authority, permitted customs treatment and deadline for final approval. Please confirm whether final approval is required before installation and clinical use.A11: The application-plus-authority-letter route referenced in Form D may be used only where the competent regulatory authority confirms that it is applicable to the specific devices and the letter is accepted by the customs authorities for the intended customs procedure. A registration application or acknowledgement of its receipt alone does not constitute authorization to import or use the equipment. The Bidder is responsible for confirming the competent issuing authority, the required content of the letter, the permitted customs treatment and any conditions or deadlines for obtaining final approval. Under Annex III, clause 1.3 of the Section_IV_Contract_forms, where registration is required but has not been obtained at contract signature, the Contractor shall submit the application and supporting documents upon signature and make efforts to obtain the necessary certificate or authorization before the goods arrive in Uzbekistan. Clause 1.5 addresses cases where the required documents remain outstanding upon arrival: the Contractor shall bear all associated costs of alternative customs procedures, transportation to and storage at a bonded warehouse until the necessary documents are obtained and the goods are cleared for free circulation under IM-40. The alternative route does not waive the applicable regulatory requirements or extend the contractual delivery and service-completion deadlines. Any authorization required for installation must be obtained before installation, and the equipment must be duly authorized for clinical use before being put into such use. Permission to import or store the equipment does not, by itself, constitute authorization for clinical use.

New clarification added: Q10: Please clarify the following: Section II.2a requires a five-year local support confirmation. Form D separately requires a priced spare-parts list valid for ten years with committed supply, a 200% equipment-price cap on the aggregate list value, and free replacement of a failed part omitted from the list. Please confirm how the five-year and ten-year commitments apply together, whether listed prices must remain fixed for the full ten years, and the start date of that period. Please define how the 200% cap is calculated, including the parts/quantities and equipment-price basis, and whether the unlisted-parts provision continues after the 24-month warranty. A10: The five-year requirement in Section II.2a refers to the availability of local support in Uzbekistan, including spare parts, consumables, reagents, and related services, while the ten-year requirement in Form D separately covers the availability and pricing of spare parts and does not shorten the local support commitment. The priced spare parts list must be submitted upon delivery, with prices fixed and supply committed for ten years from the date of Final Acceptance. The list must identify each part by its reference number, description, applicable quantity, and fixed unit price. For each equipment item, the total cost of spare parts is calculated by multiplying the listed unit price of each replaceable spare part by the quantity required for one complete equipment unit or set, as applicable, and summing these amounts without double-counting assemblies and their constituent components. This total must not exceed twice the original FCA price of the corresponding equipment unit or set, excluding freight and related services and using the same currency. The cap applies to the total value of one complete set of replaceable spare parts, not to projected consumption over ten years. If a spare part is omitted from the list and subsequently fails, the supplier remains obligated to provide a free replacement throughout the ten-year commitment period, including after the 24-month warranty expires. This obligation does not extend the general equipment warranty to ten years; during the warranty period, contractual requirements for free repairs and replacement of defective parts continue to apply regardless of whether a part appears on the list.

New clarification added: Q9: Please confirm whether a tender-specific, non-exclusive manufacturer authorization in the prescribed Form E is sufficient. A9: A tender-specific, non-exclusive Manufacturer’s Authorization issued in the prescribed Form E is acceptable, provided it complies with Section II.2a and Section III, Form E, and duly authorizes the Bidder to submit a bid and supply the offered goods. The authorization must be issued by the manufacturer or producer; it does not need to grant exclusivity to the Bidder. However, as stated in Form E, where offers for the same make and model are received from more than one appointed representative, UNOPS reserves the right to select only one representative. This provision does not require the manufacturer to issue an exclusive authorization.

New clarification added: Q8: With the reference to Section_IV_Contract_forms, Annex III and Form D- please confirm the mandatory language combination for operating and maintenance manuals for each item. Is English plus Uzbek acceptable for any item, or must English plus Russian be supplied for all items? Please also confirm whether the same combination applies to software documentation. A8: Please be advised that the operating, maintenance, and service manuals, as well as software-related files, must be supplied in English and either Russian or Uzbek for all five items. While documentation in all three languages is preferred, it is not mandatory; providing English plus Russian or English plus Uzbek satisfies the requirement. The Bidder must confirm in Form D which language combination will be provided with the equipment. The corresponding provisions in Section_IV_Contract_forms, Annex III will be aligned through an upcoming published amendment.

New clarification added: Q6: Сould the UNOPS team clarify whether equivalent equipment models and technical solutions are acceptable, provided they meet the required performance, safety, capacity and applicable international standards? Will technical equivalence be assessed based on functionality, performance, safety and international standards rather than exact design specifications? With reference to the previous cancelled procurement under the ITB/2026/63334, have the current specifications been reviewed against commercially available manufacturer models to encourage broader competition? A6: Please be informed that UNOPS has reviewed the current specifications against commercially available models and confirmed that they allow competitive participation from multiple manufacturers. Alternative offers are not permitted. All offered equipment must comply with the stated technical specifications on a line-by-line basis. Bidders may offer equipment that meets or exceeds each specified requirement, but exceeding one requirement does not compensate for failing to meet another. Accordingly, equivalent overall functionality, performance or safety does not justify a deviation from an individual requirement concerning materials, configuration, capacity, programmable cycles or other specified characteristics. This applies to all five items, including the chamber-capacity and programmable-cycle requirements for Item 3, the integrated cutting and sealing configuration for Item 4, and the filtration, control, capacity and water-quality requirements for Item 5. Bidders shall demonstrate compliance with each requirement in Form D and provide supporting manufacturer documentation.

Сould UNOPS please confirm whether the formula in cell H15 should be corrected to =SUM(H10:H14)? New clarification added: Q1: Please clarify the requirement to provide a Certificate of Registration/Authorization/Waiver. Does this mean that the products must be registered in Uzbekistan before their arrival? Alternatively, could an import waiver be obtained based on a registration application that has been submitted but is still pending approval? A1: Please refer to Annex III, clauses 1.3 and 1.5 of the Draft Contract. Under clause 1.3, where registration is required but has not been obtained at contract signature, the Contractor shall submit the application and supporting documents upon signature and make efforts to obtain the necessary certificate or authorization before the goods arrive in Uzbekistan.Clause 1.5 addresses cases where the necessary certificates or permits remain outstanding upon arrival. The Contractor shall bear all associated costs of alternative customs procedures, transportation to and storage at a bonded warehouse until the required documents are obtained and the goods are cleared for free circulation under IM-40 customs regime. Whether an import waiver can be issued while registration is pending must be confirmed by the bidders with the competent regulatory authority of the Republic of Uzbekistan. Submission of a registration application does not, by itself, constitute an authorization or waiver.
