The Service Provider shall deliver the following services organised around the participant journey from outreach through foundational readiness to continued accompaniment along the pathway to job creation. Unless otherwise agreed in writing with UNDP, the Service Provider shall use only UNDP-approved eligibility criteria, segment definitions, data-collection tools and consent/data-protection arrangements, and shall maintain a single, auditable participant pipeline. The service provider will also create and share with UNDP an auditable database of participants in line with UNDP, donor, Mastercard Foundation, and national data protection policies/ laws.

3.1 Enterprise Mobilisation and Pipeline Development
•  Based on the ECoWYERT mobilisation strategy, develop an outreach plan through women’s and youth networks, community structures, digital channels, business-support partners and other channels as appropriate, prioritising rural, peri-urban, People with Disabilities and otherwise underserved enterprises across the priority provinces.
•  Mobilise participant groups and tiers in line with annual targets as communicated by UNDP.
o New-to-Trade enterprises (Tier 1)
o Existing Traders and small-scale cross-border traders (Tier 2)
o Growing Traders (Tier 3)
o Scaling Traders (Tier 4)
•Participants will either be involved in small-scale cross-border trade, or be engaged in production, sale, and/ or aggregation in the selected value chains (agriculture and agro-processing, textiles and apparel, crafts and home decor, and nature-based beauty products) with potential to not only export or plug into these value chains, but more importantly, to create jobs (including self-employment) within these value chains. 
Conduct preliminary eligibility screening using UNDP-approved criteria and maintain an auditable applicant and referral register, including a reserve pipeline to replace withdrawals or unsuccessful applicants.
• Support informed consent and the secure collection of required participant information, in line with UNDP-approved tools and data-protection arrangements and applicable South African data-protection legislation.
• Refer enterprises identified outside the Service Provider’s immediate network into the same transparent, UNDP-approved selection process, and coordinate wider referrals through relevant government and ecosystem partners (for example SEDFA, NYDA, the DTIC and provincial structures) as directed by UNDP.
• Work closely with ECoWYERT partner COMFWB to coordinate mobilisation activities.

3.2 Segmentation and Foundational Diagnostics
• Support the categorisation of mobilised enterprises into the applicable ECoWYERT tiers, using UNDP-approved definitions and segmentation criteria (rural, peri-urban) and national MSME definitions as outlined in section 3.1 above.
•  Administer UNDP-approved baseline diagnostic and capacity-gap assessment tools to identify capacity gaps, for example, in registration, business planning, financial records, digital readiness and participation in existing business support systems.
•  Prepare enterprises for assignment to the appropriate ECoWYERT support pathway and flag, for UNDP approval, enterprises that may be suitable for referral funding, or to more advanced intervention streams.

3.3 Contextualisation and Delivery of Capacity building material and tools

The Service Provider’s role in respect of training materials is limited to the contextualisation and delivery of approved ECoWYERT materials, as follows:
• Review UNDP-approved training modules for accessibility and relevance to rural, peri-urban and border enterprises, and recommend accessible delivery formats and language adaptations.
•  Localise case studies, exercises and examples for the South African context without altering approved learning outcomes and prepare a facilitator delivery plan and cohort-specific training plan.
•  Deliver training and capacity building support to all four participant categories in relevant topics as guided by UNDP. These include: business management, financial management and export-related modules for the purpose of preparing women and youth to prepare their enterprises to enter or increase their participation in regional value chains.
• With approval from UNDP, supplement UNDP materials with own materials where required and appropriate.
• Refer enterprises to suitable finance-readiness and business-support services and maintain a referral and follow-up register.
• Administer the ECoWYERT pre- and post-training assessments and maintain attendance and participation records for all foundational training delivered and contribute to efforts to address emerging gaps.

3.5 Mentorship, Enterprise Action Planning and Accompaniment
• Provide general enterprise mentorship and support the development of individual or enterprise-level improvement/action plans.
• Maintain structured post-training follow-up and track whether participants implement their agreed enterprise action plans.
• Prepare completion and progression recommendations for each participant, including recommendations on enterprises ready for referral to the advanced export-readiness stream. 

3.6 Referrals, Records and Reporting
• Maintain a primary, auditable record of participant data as a custodian under this assignment, subject to UNDP as an overall data controller and to UNDP-approved data-protection protocols.
• Coordinate referrals to finance, trade regulation compliance, technical and market-support interventions, and maintain referral and follow-up records, including dropout and retention information.
• Submit narrative, financial and results reporting against agreed targets, indicators and the deliverables set out in Section 5, disaggregated by gender, age, tier, disability status, sector and province, in the format and frequency directed by UNDP.
