The United Nations Office for Project Services (hereinafter referred to as UNOPS) is pleased to invite prospective bidders to submit bid for the RFQ for the Supply & Delivery of Sanitary Finishing Materials to Ambo Secondary School, Ambo City and Gazanche Primary Schools, Gazanche City, Ethiopia, i in accordance with the UNOPS General Conditions of Contract and the Schedule of Requirements as set out in this Request for Qoutation (RFQ).

New clarification added: Dear vendors, on another tender , a clarification question regarding the sanitary items were requested by a vendor and we would like to share with all the vendors the clarification question and UNOPS response as follows: Vendor’s clarification question: We kindly request clarification regarding the Bill of Quantities (BoQ) under the item category Sanitary Wares for Physically Challenged.The list includes several components, such as wash hand basins, water closets, grab rails, folding grab rails, WC backrests, hand dryers, soap dispensers, emergency alarm/rest buttons, mirrors, and associated fixing accessories. However, the total quantity indicated for this category is 8. Could you please clarify whether the quantity of 8 refers to: Eight (8) complete sets, each including all the listed components; or Eight (8) units for the overall category, with the quantities of the individual components to be specified separately? Additionally, if the quantity refers to eight complete sets, kindly confirm whether all the listed components must be supplied for each setUNOPS response: As it can be clearly seen in the amendment 2 - Form C - Technical Quotation Form, the unit of measure is room set with Quantity 8 this means each of the eight Sanitary Wares for Physically Challenged is equipped with all the components listed, including a wash hand basin, water closet, grab rails, folding grab rails, WC backrest, hand dryer, soap dispenser, emergency alarm/rest button, mirror, and all associated fixing accessories.

New clarification added: Dear vendors Please note that an amendment 2 is done on this tender and full amendment note is provided under the amendment section. Please note that revised Form B & Form C that has a file name of “ Amendment 2- Form B_ Price Schedule Form - RFQ_2026_64989 “ and Amendment 2- Form C_ Technical Quotation Form- _RFQ_2026_64989” are uploaded under the document section and all bidders should use these forms and submit their bids. Please note that in these revised forms only units of measures for each item are added, while everything is the same as the contents in the previous forms. Those vendors who have already submitted their bids before this amendment should withdraw their bids and re-submit using the Amendment 2- Form B_ Price Schedule Form and Amendment 2- Form C_ Technical Quotation Form. Please also note that the deadline for submission is extended to 2026-10-23, 9:00 UTC which allows sufficient time to withdraw and re- submit bids

New amendment added #2: This amendment is done for the folowing reasons. 1. To upload Form F: Joint Venture Partner Information Form, under the document section of the RFQ. . Note: Those vendors who submit birds should complete this form , sign and submit the form 2. To include additional information under the evaluation criteria section ( Eligibility & Formal criteria) and Qualification Criteria on how bids submitted as Joint venture will be evaluated. 3. To include the unit of measure of items in the form Form B_ Price Schedule Form - and Form C_ Technical Quotation Form. Please note a revised form B and Form C with a file name “Amendment 2- Form B_ Price Schedule Form - RFQ_2026_64989” and Amendment 2- - Form C_ Technical Quotation Form- _RFQ_2026_64989” are unloaded under the document section of the RFQ”. New clarification added: Vendors clarification request1. Joint venture qualification. Noting that Article 3(iv) requires each JV member to meet the bidder eligibility conditions, will the other mandatory requirements — experience in supplying similar goods within the last two years (Form D: Previous Experience Form) and any other required documents — be evaluated cumulatively for the JV, i.e. is compliance by one JV partner sufficient for the JV to be considered compliant?2. JV Partner Information Form. Article 3(ii) requires "Form D: Joint Venture Partner Information Form", but this form is not included in Section III, where Form D is the Previous Experience Form. Please provide the JV Partner Information Form, or confirm that a bidder-prepared form with a signed JV agreement is acceptable.UNOPS response for question 1 & 2 above. Initially submission of bids as a Joint venture was not anticipated. However following this clarification question, we will amend the tender to include Joint venture application form. In the amendment, UNOPS will also indicate how some evaluation criteria ( such as Previous Experience) will be evaluated for bids submitted as Joint venture. Vendors clarification Request: 3. New amendment added #1: This amendment is done for the following reasons: Under the particular section of the quotation, currency is changed from ETB ( Ethiopian Birr) to USD ( United Stated Dollar). Hence, bidders are required to offer their price in USDUnder the Form B - Price Schedule Form, the currencies for the unit price for Ambo & Gazanche & Total price for Ambo & Gazanche are changed to USD. This amended text is shown in red text & yellow highlight under Column F & G in the amended Form B- Price Schedule Form. Please note that the previous Form B: Price Schedule Form is removed and a revised form with the file name “Amendment Form B: Price Schedule” Form is uploaded to capture this amendment. Bidders are advised to download this revised form and give their price using this sheet. Amendment is done for a few specifications under the Form C: Technical Quotation Form and a revised form with a file name “ Amendment - Form C: Technical Quotation Form” is provided under the document section. In this form, the amended specs and texts are provided in red text and highlighted in yellow. Please note that the previous Form C- Technical Quotation Form is removed and replaced by the amended Form C and bidders must submit their technical quotation form using this “ Amendment - Form C: Technical Quotation Form”. Please note if bidders fail to use the amended form C and provide their technical quotation using the previous Form C- they will be disqualified. The previous delivery time that stated 20 days after contract signature is amended to be 30 days after contract signature. New clarification added: Dear bidders below is the clarification request from a vendor and response from UNOPS for your attention: Vendor's clarification request Could you please advise if partial bid is permitted and accepted? Can the delivery time be extended by two or more weeks to allow efficient delivery? UNOPS Response: As it is clearly stated under the particular section of the RFQ, Partial quotations shall not be allowed. Bidders must quote prices for the total goods and/or services for the total requirement requested. Evaluation will be done for the total requirement. With regard to the delivery time , since the number of items, quantity and monetary value is low and due to the fact that the items are expected to be readily available in the local market, delivery time of 20 days is considered reasonable. However , a decision will be made after the pre- bid meeting session held tomorrow at 10.00 am if similar requests arise form the other vendors with proper justification.
