RfP to design and implement a capacity building program for CLEAN-ACT project
UNDP Viet Nam is looking for 01 qualified consultancy firm/institute/organization to design and implement a capacity building program comprising both regular training and Training-of-Trainers (ToT) components of the CLEAN-ACT project.
The Government of Viet Nam (GOVN) has articulated a comprehensive and ambitious framework for its energy transition and greenhouse gas (GHG) emissions reduction agenda. This framework is reflected in inter alia, Viet Nam’s updated 2022 Nationally Determined Contribution (NDC), the National Climate Change Strategy (NCCS) to 2050, the Green Growth Strategy, the Political Declaration establishing the Viet Nam Just Energy Transition Partnership (JETP), and the commitment to achieve net-zero GHG emissions by 2050 announced at COP26. Notably, the NCCS to 2050, targets a peak in national GHG emissions by 2035, mandates GHG inventories for facilities emitting at least 3,000 tCO₂e annually, and promotes accelerated deployment of energy efficiency (EE) and renewable energy (RE) technologies, with the objective of achieving at least 55 percent renewable electricity generation by 2050.
UNDP is seeking a National Consulting Firm to design and implement a capacity building program comprising both regular training and Training-of-Trainers (ToT) components of the CLEAN-ACT project. The training program concerns building the capacity of the public and private sector stakeholders (i.e., relevant government officials, enterprises, engineering and consulting firms, private investors, technology service providers, and local partners) on financial, environmental, and social risk assessment, as well as the technical, financial, and environmental benefits related to investments in green energy transition technologies in the industrial sector. The ToT program will enable participants, particularly engineering and consulting firms that successfully complete the regular training program, to strengthen capacity on the same topics among enterprises following the completion of the CLEAN-ACT project. As part of the assignment, the National Consulting Firm will also identify existing gaps and training needs, support the identification and selection of participants to the training activities, actively pursue and encourage the participation of women, and finally evaluate the degree of success of the training program and design and implement required corrective actions to enhance the quality of the capacity built.
OBJECTIVES OF THE ASSIGNMENT
The overall objective of this assignment is to strengthen the capacity of participants from the public and private sectors through the delivery of training activities, under WP IV.2 of the CLEAN-ACT project, on financial, environmental, and social risk assessment, as well as the technical, financial, and environmental benefits related to investments in green energy transition technologies.When preparing your offer, please be guided by the RFP Instructions and Data.
