Junior Institutional Development and PREXC Alignment Consultant
Description of the Assignment:
The EU-PH Partnership for Peace and Development in Mindanao (PPDM): Good Governance in BARMM (EU4BARMM) supports accountable governance, institutional effectiveness and access to justice in the Bangsamoro Autonomous Region in Muslim Mindanao. Under Specific Output 1, UNDP supports strengthened public financial management practices and institutional capacities of the Bangsamoro Government and local government units to plan, budget, execute and oversee development priorities in a transparent, gender-responsive and climate-adaptive manner.
Activity 1.1.1.2 calls for mandate clarification and Program Expenditure Classification (PREXC) linkage analysis of key BARMM institutions. It will map roles and responsibilities to reduce duplication and clarify mandates and will connect organizational functions to PREXC so that societal and sectoral goals are translated into measurable organizational outcomes and outputs.
Objectives of the Assignment
The objective of this assignment is to clarify the mandates, functional responsibilities and accountabilities of the selected BARMM institutions and assess whether these are coherently reflected in their PREXC outcomes and outputs and aligned with the 2nd Bangsamoro Development Plan (2023-2028), including any officially adopted updates applicable during the assignment. The assignment will produce institution-specific mandate and PREXC matrices for the institutions assigned to the Consultant, which will serve as technical inputs to the programme-level consolidation to be undertaken by the Senior PFM Specialist under a separate engagement.
For this assignment, PREXC will serve as the analytical framework. During the inception phase, the Consultants shall confirm with the Ministry of the Interior and Local Government (MILG), the Bangsamoro Planning and Development Authority (BPDA), and Bangsamoro Women Commission, the performance management terminology and framework structures officially adopted by the Bangsamoro Government. National government PREXC elements shall not be assumed to apply automatically within BARMM. Major Final Outputs (MFOs), Programs, Activities and Projects (PAPs), indicators, and targets shall be used only where they are officially applicable or have a confirmed BARMM equivalent.
Qualifications
· Strong analytical, legal-policy research, results-framework and technical writing skills.
· Ability to collaborate with another consultant while maintaining responsibility for separate institutional outputs.
· Knowledge of BARMM governance, planning, budgeting and PREXC-related frameworks is a strong asset.
