Evaluation of National Safety School Framework (NSSF)

To generate credible and actionable evidence on the effectiveness, efficiency, coherence, relevance, sustainability and impact of the NSSF after a decade of national implementation, and to provide the Department of Basic Education (DBE) and partners with strategic recommendations for strengthening school safety policies and practices.

(1) Assess the clarity and logic of the NSSF’s design and theory of change; (2) Determine the framework’s effectiveness in reducing violence and improving the school safety climate; (3) Evaluate the efficiency and cost‑effectiveness of implementation modalities; (4) Analyse the coherence of the NSSF with other national policies and stakeholder efforts; (5) Examine sustainability mechanisms and early indications of long‑term impact; (6) Generate actionable recommendations for policy refinement and operational improvement.
