Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The assignment will provide technical assistance to DPWI and the ILO to develop a comprehensive EPWP Exit Strategy, integrated Exit Ecosystem and Participant Tracking System to strengthen participants’ transition from temporary work opportunities into sustainable employment, self-employment, enterprise development, and further education and training. The work will include a diagnostic assessment of existing exit mechanisms, participant outcomes, labour market and enterprise opportunities, skills pathways, institutional arrangements, stakeholder coordination and post-exit tracking, supported by stakeholder consultation and relevant benchmarking. Based on the diagnostic, the service provider will develop structured exit pathways, a participant lifecycle model, governance and institutional coordination arrangements, and a phased implementation roadmap. The assignment will further develop an operational Exit Ecosystem covering labour market integration, enterprise development, finance and market access, skills and RPL pathways, and an implementation-ready Participant Tracking System design (not the actual system), supported by an M&E, learning and reporting framework. Please note that travel is required for this assignment. The necessary travel costs will be covered by the ILO.
