RFP-019/26 - FIRM TO DEVELOP AND DEPLOY A REAL-TIME DATA MONITORING PLATFORM FOR TRADE BETWEEN SIERRA LEONE AND JAPAN
The Government of Sierra Leone is prioritizing private sector development and economic diversification, working closely with partners, including the United Nations Development Programme (UNDP). Through initiatives such as the Growth Accelerator Programme, UNDP has been supporting SMEs with business development services, technical assistance, and access to finance, with a particular focus on women- and youth-led enterprises.
Against the backdrop of global economic shocks, declining development financing, and changing international trade dynamics, expanding into new and untapped markets such as Japan has become increasingly important for Sierra Leonean businesses. With support from the Government of Japan and implemented by UNDP in partnership with the Ministry of Trade and Industry, a new project has been initiated to strengthen trade and business linkages between Sierra Leonean SMEs and Japanese enterprises by improving SME competitiveness, export readiness, product sophistication, and market access. The project also aims to promote business-to-business engagements, knowledge exchange, and trade facilitation in alignment with opportunities under the African Continental Free Trade Area (AfCFTA).
One of the key activities under the project is to develop and deploy a real-time data monitoring platform for trade between Sierra Leone and Japan. In this regard, UNDP, in partnership with the Ministry of Trade and Industry, seeks to engage a qualified and experienced firm to design, develop, and operationalize the platform. The platform will provide timely and reliable data on trade flows between Sierra Leone and Japan, as well as with other major trading partners, enabling the identification of comparative advantages, emerging market opportunities, and strategic trade linkages. The platform will support evidence-based policymaking, enhance market access, and promote stronger trade and investment relations between Sierra Leone and Japan.The overall objective of the assignment is to develop and deploy a real-time data monitoring platform for trade between Sierra Leone and Japan.
Specific objectives include:
1.Establish a centralized, integrated trade data platform that consolidates and automates the collection, validation, updating, visualization, and reporting of bilateral trade information between Sierra Leone and Japan.
2.Provide real-time trade analytics and interactive dashboards covering imports, exports, trade balances, products, sectors, value chains, market trends, and other key bilateral trade indicators between Sierra Leone and Japan
3.Strengthen market intelligence and export promotion by identifying high-potential products and providing MSMEs and exporters with information on market opportunities, buyers, suppliers, B2Blinkages, trade fairs, logistics, and business-support services.
4.Improve access to market-entry information, including tariffs, customs procedures, standards, certification requirements, rules of origin, and other regulatory and market-access requirements
Scope of Work
a) Design and develop a secure, responsive, and user-friendly platform with automated data collection, validation, updating, appropriate APIs, data governance, administrative controls, cybersecurity, and backup.
b) Develop interactive dashboards providing timely analytics on bilateral imports, exports, trade balances, products, sectors, value chains, market trends, and export potential.
c)Establish a market intelligence module to identify high-potential products, emerging market opportunities, and priority value chains based on trade trends, demand, competitiveness, and growth potential.
d)Develop a market-entry module providing up-to-date information on tariffs, customs procedures, rules of origin, standards, certification requirements, non-tariff measures, and other applicable regulatory requirements.
e) Deploy, test and populate the platform with available historical and current trade data, and conduct comprehensive technical

g) Official handover of the system to the Government of Sierra Leone
