Description

UNICEF Thailand is seeking a qualified media monitoring agency to monitor traditional media engagement and evaluate the impact of UNICEF’s communication and advocacy work throughout the Country Programme period.

 

Backgroud

UNICEF recognizes that external communication, public advocacy, new strategic partnerships and social change communication are key to accelerate results for children in Thailand. UNICEF Thailand will be employing a combination of communication approaches, including public advocacy, improved digital engagement and more strategic work with targeted media, all contributing to strengthening the organization's voice, reach and engagement with the public and partners, promoting a credible and enabling brand at the same time.

Media engagement is one of the important pillars of communication and advocacy strategy at UNICEF Thailand. Throughout the year, communication team has engaged with the media to promote children’s issues and UNICEF advocacy and fundraising agendas. Because of this, data and analysis of media engagement activities are important to help us measure the impact of media activities and communication initiatives. 

 

Objectives, Purpose & Expected results

UNICEF Thailand is seeking a media monitoring agency/ contractor to monitor media engagement activities in traditional media (mainly print and online news – with TV as optional). This will help UNICEF Thailand to better understand the effectiveness of its media outreach and engagement activities on issues related to children; and to identify pressure points on brand reputation to inform our strategic response.

For this purpose, UNICEF Thailand is seeking to establish a contract with a qualified media monitoring company to monitor and evaluate the impact of UNICEF communication and advocacy work throughout the country programme period. Communication Section will work closely with the company to oversee the overall management of the contract and to ensure the quality of the monitoring and analysis services.

 

Description of the assignment

  • Provide daily news alert on media coverage of UNICEF-mentioned in printed and online news outlets with links to download the coverage.
  • Provide monthly report that summarizes the number of UNICEF mentioned in all issues and child-related issues, both in all medias and top-tier media. 
  • Provide UNICEF Thailand with real time access to database and information, trends and insights related to programmatic priorities, humanitarian emergencies and UNICEF initiatives in general.
  • Provide comparative peer analysis (share of voice) with identified comparator organizations.
  • Provide training (onsite and/or virtual) for UNICEF of the use of dashboards, when necessary.

 

Deliverables and Timeline

  • Interactive dashboards

The contractor will provide an online database/ dashboard with a quick overview of coverage and trends, housing all of the data being collected for UNICEF, filtering, customized searches and drill-down to the source. It should provide access to data over time for trend analysis. The contractor will be responsible for the keeping the dashboard constantly updated with fresh articles and clips.

  • Daily email alerts

The contractor will provide daily email alerts including the articles published in the last 24 hours. The email should include basic information such as the main title of the article, publishing date and time, name of publication and hyperlink to the full clip as well as PR value and potential reach.

  • Monthly qualitative analysis report

The report should include an overview of UNICEF's degree of visibility with respect to key issues, overall tone for coverage of each issue, and highlight threats to UNICEF's reputation.

The report must include the following

  • Number of UNICEF mentions for all issues in all media and in top-tier media.
  • Number of UNICEF mentions for child-related issues only in all media and in top-tier media.
  • Share of voice of UNICEF for all issues compared with Education Equity Fund, UNHCR, World Vision and Save the Children Thailand in all media and top-tier media.
  • Share of voice of UNICEF for child-related issue only compared with Education Equity Fund, UNHCR, World Vision and Save the Children Thailand in all media and top-tier media.

Remark: UNICEF will provide list of top-tier media

 

Reporting requirements

  • Regular communications with UNICEF focal point to ensure clear communication, expectations, and updates on topics to be monitored, as well as the content and format of the report.
  • Daily alerts and monthly media monitoring and impact analysis report.
  • The contractor may also be required to submit special reports for specific campaigns or initiatives (details to be discussed on a case-by-case basis between UNICEF and the contractor).

 

Location and Duration

  • Location: The contractor is expected to complete the assignment remotely / in their own premises. Virtual meetings are required as needed.
  • Contact duration: Initial duration of 12 months from 1 March 2027 to 29 February 2028 with possibility of contract extension (s) for a cumulative duration of up to sixty (60) months subject to UNICEF’s requirements, satisfactory contractor performance, and the mutual agreement of both parties.

 

Mandatory and Desirable Qualification Requirements

Mandatory

  • The bidder has at least 5 years of successful and proven experience in traditional media monitoring and analysis.
  • Be able to demonstrate significant track record of continuous service innovation and development in media measurement and impact analysis.
  • Expertise of rolling out solutions of this nature in leading organizations.
  • The bidder must have experienced team members who are dedicated/available to UNICEF to deliver distinguished end-product with a high standard. The team members must meet the qualifications below.
  • Team Leader and/or Project Manager: at least 3 years of successful experience in implementing media monitoring and leading data analytics team.
  • Data Analyst: at least 3 years of successful experience in data analytics and insights collection.
  • Strong understanding and expertise in media monitoring.
  • Strong analytical skills.
  • Advanced skills in media monitoring and reader-friendly report development.
  • Ability to monitor media in English and Thai is mandatory. While English is the official language used for reporting and communication with UNICEF, most social media conversations to be monitored are in Thai.
  • Flexibility to change market demands and public discourse.
  • Ability to work under tight deadlines.

 

Desirable

  • Experience working with UNICEF and other UN agencies, public sector/non-profit organizations and multi-cultural global organizations is an advantage.
  • Company based in Thailand.

 

Administrative issues and response to be submitted

  • Bidders are requested to provide a technical proposal including credential pitch and detailed sample of past work relevant to this assignment in Annex C – Technical Response Form. The technical proposal must include all information needed to fully evaluate the proposal against the requirements and evaluation criteria outlined in section 7 and 8 of this TOR.
  • Bidders must ensure not to include any financial information in the technical proposal.
  • Bidders are requested to provide a detailed cost proposal in Annex D – Financial Response Form. All cost implications for the required service/assignment as per this TOR must be included. No costs can be added later.
  • No international travel is expected under this assignment.
