Insuring Arab Futures

UNDP is implementing the Regional Project on Takaful for Resilience and Financial Inclusion in the Arab States (March 2026–January 2029), led by the Regional Bureau for Arab States (RBAS) as part of its Regional Programme. The project combines upstream policy and regulatory support with downstream market development and country-level pilots across three mutually reinforcing outcomes: (i) strengthening policy, regulatory and institutional frameworks for inclusive and Shariah-compliant risk finance; (ii) strengthening capacities, innovation ecosystems, data systems and financing partnerships to expand inclusive insurance and Takaful markets; and (iii) piloting and scaling inclusive insurance and Takaful solutions in priority Arab States.
The overall objective of this assignment is to provide the technical, stakeholder engagement and operational support required to deliver the Insuring Arab Futures regional advocacy initiative, with a focus on advancing regional policy dialogue, knowledge and partnerships around Takaful and inclusive insurance in the Arab States.
The assignment will integrate substantive Takaful and Islamic finance expertise with stakeholder engagement and end-to-end delivery of the regional convenings, ensuring that the technical work informs the discussions and that the outcomes of the regional engagement are reflected in the knowledge products and follow-up.
The specific objectives of the assignment are to:
· Undertake the end-to-end organization and delivery of two complementary high-level regional convenings, including venue and event logistics, participant and speaker coordination, invitations and registration, travel and accommodation arrangements for sponsored speakers and resource persons, interpretation and technical production, protocol coordination, hybrid participation and other operational requirements necessary for successful delivery of the events:
· a senior, closed-door Regional Roundtable in Amman, convened by UNDP RBAS, focused on policy and regulatory dialogue and engagement with senior regional stakeholders, including Gulf-based Takaful, financial and institutional actors; and
· a public, high-level Regional Conference in Rabat, convened by UNDP RBAS in partnership with the Supervisory Authority of Insurance and Social Welfare (ACAPS), bringing together policymakers, regulators, industry and development actors and culminating in a regional outcome document.
· Produce a four-part policy brief series of publication quality on priority Takaful and inclusive insurance issues identified through the technical scoping process, in Arabic and English with French executive summaries, incorporating gender analysis and drawing on evidence and stakeholder inputs generated through the regional engagement.
· Mobilize and engage relevant regional stakeholders, including senior policymakers, regulators, Takaful and re-Takaful operators, Islamic finance institutions and other relevant public- and private-sector actors, to support substantive participation in the two regional convenings.
· Implement event-related communications, outreach and visibility activities associated with the two convenings and related knowledge products, in accordance with the Strategic Communications and Advocacy Framework and subsequent strategic guidance developed separately by UNDP.
· Document results and produce final reporting, including participation data, event outcomes, stakeholder engagement and other evidence required for UNDP reporting against the Project Results Framework.
As part of this broader regional effort, UNDP RBAS is developing the Insuring Arab Futures advocacy initiative to strengthen regional policy dialogue, market engagement and awareness around the role of Takaful in resilience and financial inclusion. This assignment will support the implementation of the initiative through integrated technical, stakeholder engagement and event-delivery support, as further described in the sections below.
